Prime Minister Phạm Minh Chính has signed Decision No. 1862/QD-TTg dated August 28, 2025, granting Bình Sơn Refining and Petrochemical Joint Stock Company (BSR) the right to use 442 hectares of sea area in Vạn Tường Commune, Quảng Ngãi Province.
The allocated sea area will be used for the Dung Quất Oil Refinery’s facilities, including a crude oil import terminal (329.1 ha, up to 40 m depth), a product export jetty (106.4 ha, up to 25 m depth), and an underwater pipeline system for cooling water intake and discharge (6.5 ha, up to 15 m depth).
The usage term is 25 years for the crude oil terminal and export jetty, while the pipeline area is permitted until December 15, 2035, in line with the company’s seawater use license.
Before expiration, BSR must apply for extensions to ensure uninterrupted refinery operations.
The decision requires BSR to comply strictly with environmental protection, fisheries, and maritime safety regulations.
The company must pay annual sea-use fees, implement environmental monitoring and incident response plans, and avoid impacts on marine ecosystems, fisheries resources, and other lawful sea users.
Any construction and operation must follow approved designs and safety corridors.
BSR will be held fully responsible for incidents such as oil spills, chemical leaks, or environmental violations, and operations must be halted immediately if pollution indicators exceed permissible limits.
