Quảng Ngãi issues plan to develop railway human resources through 2035

The People’s Committee of Quảng Ngãi Province has issued Plan No. 84/KH-UBND to implement the Prime Minister’s Decision No. 2230/QĐ-TTg dated October 9ᵗʰ 2025, which approves the scheme on developing Việt Nam’s railway human resources through 2035, with orientation toward 2045.

The plan aims to promptly operationalise and localise the objectives, tasks and solutions set out in the Prime Minister’s decision, ensuring they are aligned with the province’s specific conditions.

It seeks to build a competent workforce capable of meeting the requirements of upcoming high-speed railway projects, the electrified national railway system and urban railways.

Quảng Ngãi also aims to gradually approach and master modern rail technologies, thereby improving the province’s competitiveness and readiness to participate in future railway development initiatives.

The plan calls for the refinement of legal frameworks and policies governing railway personnel training.

Authorities are urged to revise relevant regulations, introduce incentives to attract and retain high-quality experts, and promote closer partnerships between the State, academic institutions and enterprises.

Public–private cooperation mechanisms are also encouraged to mobilise both State funding and private investment for training programmes.

Key measures include upgrading selected training and research institutions with modern facilities and laboratories capable of supporting advanced study, technology transfer and research for new rail systems.

Capacity-building programmes for lecturers, researchers and technical experts—both domestically and overseas—will help align curricula with international standards and improve the job-readiness of graduates.

The policy outlines diverse training pathways to meet the demands of upcoming rail projects, including overseas study for first- and second-year students, conversion programmes for existing engineers, and dual-degree training.

Special emphasis is placed on preparing human resources for high-speed rail construction expected to begin between 2025 and 2028.

The plan also targets workforce development for rail operations, maintenance and project management.

Units responsible for running or maintaining new rail lines must design training schemes suited to each project’s technological requirements.

Experienced staff from construction phases will be prioritised for maintenance jobs.

Meanwhile, management officials will receive short-term and hands-on training in modern rail standards, international experience and advanced project-management skills.

Another major component focuses on building domestic capacity to receive, apply and eventually master core rail technologies, including digital transformation, robotics and artificial intelligence.

Universities, research institutes and rail enterprises will collaborate in technology transfer activities and send personnel for internships or study programmes in countries with advanced rail systems.

To ensure a sustainable talent pipeline, the plan encourages scholarships, financial support and targeted recruitment of outstanding graduates for postgraduate studies and roles in government agencies, project management units and research programmes.

The document stresses the importance of expanding international cooperation with highly advanced rail nations and global technology corporations.

Scholarship programmes under intergovernmental agreements will be prioritised for training lecturers, engineers and managers abroad.

The roadmap represents an ambitious effort to modernise Việt Nam’s railway human resource system, ensuring the country has the technical and managerial capacity required for its next generation of high-speed and electrified rail networks.
