Prime Minister Phạm Minh Chính directs disaster recovery and production restoration in the Central region

On 13 November, Prime Minister Phạm Minh Chính chaired an online conference on disaster recovery, restoration of production and business activities, and stabilization of livelihoods in the Central region. Vice Chairman of the Quảng Ngãi Provincial People’s Committee Đỗ Tâm Hiển chaired the conference at the provincial site.

 

According to the Ministry of Agriculture and Environment, Storm No.13 and historic flooding caused severe human and property losses across Hà Tĩnh, Quảng Trị, Huế, Đà Nẵng, Quảng Ngãi, Gia Lai, and Đắk Lắk. Preliminary damage is estimated at over VNĐ 30,000 billion. Storm No.13 alone left 6 dead, 39 injured; 1,279 houses collapsed; nearly 90,000 homes damaged or inundated; 524 vessels sunk or damaged; and over 54,000 aquaculture cages destroyed.

In Quảng Ngãi, heavy rains and Storm No.13 caused major destruction: 36  houses collapsed; 1,560 homes damaged or unroofed; 10 medical stations, 92 schools, 2 tourist sites, 31 tourism businesses, and 29 cultural facilities damaged. About 250 locations on national and provincial roads and 361 local roads were severely eroded, with approximately 500,000 cubic meters of soil and rock displaced. Four bridges collapsed and 62 others were damaged. Agriculture and aquaculture sectors suffered extensive losses, with thousands of livestock killed and dozens of hectares of crops and aquaculture areas destroyed.

The province also recorded 34 landslide sites along mountains, rivers, and coasts. Two severe coastal erosion zones in Tịnh Khê and Long Phụng communes affected 1,200 households with 5,500 residents, with total estimated damage of VNĐ 2,257 billion.

 

Quảng Ngãi has mobilized all available resources, with support from central ministries and Military Region 5, to urgently address disaster impacts: repairing essential transport routes, building temporary bridges, assisting affected families, restoring damaged homes, and allocating emergency funds to localities for recovery.

Concluding the conference, Prime Minister Phạm Minh Chính commended the efforts of all levels, sectors, armed forces, local authorities, and the people. He requested continued support for affected families, active search and rescue operations, and stabilization of public life.

The Prime Minister assigned the Ministry of Finance to mobilize the 2025 contingency budget to support affected provinces. He urged authorities to urgently restore essential infrastructure, schools, medical facilities, electricity, water, telecommunications, transport, irrigation systems, and dams, ensuring services resume promptly after the disaster.

He also required provinces to continue verifying and reporting accurate assessments of damage, while proactively using local contingency funds and lawful resources to implement support policies for households affected by natural disasters.
