QUẢNG NGÃI – The Quảng Ngãi Provincial People’s Committee reviewed a series of draft resolutions to be submitted to the Provincial People’s Council at its ninth session, focusing on budget revenue allocation, recurrent expenditure and medium-term public investment for the 2026-2030 period.

The meeting was chaired by Chairman of the Provincial People’s Committee Nguyễn Đức Tâm on October 26, with the participation of provincial leaders, department representatives and local authorities.

Participants discussed amendments to existing budget allocation regulations, the division of revenue sources and expenditure responsibilities between provincial and commune-level budgets, and criteria for allocating recurrent expenditure in 2027.

Regarding the proposed revenue-sharing arrangements for certain projects, the committee broadly agreed on a distribution of 15 per cent to the central budget, 60 per cent to the provincial budget and 25 per cent to commune-level budgets.

The Provincial Department of Finance was asked to assess the impact of the changes on localities implementing projects under previous arrangements and propose targeted financial support if necessary.

Chairman of the Provincial People's Committee Nguyễn Đức Tâm delivers the concluding remarks at the meeting.

For the 2027 budget framework, Tâm called for greater financial autonomy for commune-level authorities, with expenditure responsibilities aligned with available resources and local budget capacity.

He also requested a review of recurrent expenditure allocations, particularly for urban wards and localities with heavy workloads, as well as disadvantaged and special areas.

Funding for public security and social order maintenance should also be calculated in line with actual requirements and the budget's capacity, he said.

The meeting also discussed public asset management and the assignment of public service responsibilities to commune- and ward-level authorities from 2027.

Relevant departments and localities were instructed to address outstanding issues and accelerate the rearrangement and utilisation of surplus public assets, with the aim of putting them into use in December 2026.

Regarding the 2026-2030 medium-term public investment plan, the committee agreed to propose adding two projects to the second allocation phase of the local budget's public investment plan.

The first is a headquarters building for the provincial police's Fire Prevention, Fighting and Rescue Department, with a total investment of VNĐ285 billion (approximately US$11.4 million).

The proposal includes VNĐ75 billion from the provincial budget.

The second is a residential area along the extended Nguyễn Tri Phương Road, north of the Bầu Giang River, for which VNĐ170 billion is proposed to complete transport infrastructure, improve connectivity and create land reserves for resettlement.

Under the proposed plan, total medium-term public investment capital from the local budget allocated in the second phase would amount to VNĐ5.428 trillion.

The funding includes counterpart capital for the Quảng Ngãi-Kon Tum Expressway project and allocations for newly launched projects.

More than VNĐ3.356 trillion in unallocated capital will be considered in subsequent phases.

Tâm instructed the Department of Finance to incorporate feedback and finalise the draft resolutions, ensuring they are practical, feasible and supported by adequate resources.

The completed documents must be submitted to the relevant authorities and the Provincial People’s Council by October 28 to meet the schedule for the ninth session.
