Quảng Ngãi works to accelerate progress of ethnic minority and mountainous region development programme

QUẢNG NGÃI — Vice Chairman of the Provincial People’s Committee Nguyễn Ngọc Sâm chaired a meeting on November 4 to review the implementation progress of the National Target Programme (NTP) on socio-economic development in ethnic minority and mountainous areas across the province.

The online meeting connected with 68 communes and wards in these regions.

During the 2021–2025 period, the total allocated budget for the province amounts to VNĐ 5.6 trillion, of which more than VNĐ3.1 trillion has been disbursed.

For 2025 alone, the province was assigned VNĐ1.9 trillion, with nearly 40 per cent disbursed as of October 30, 2025.

The programme has contributed to positive results in poverty reduction among ethnic minority communities, while healthcare, education, cultural, and social welfare policies have been well implemented. Most key targets have been met or exceeded.

Infrastructure in rural and mountainous areas has been gradually improved, and the living standards of local residents have steadily risen. Political security and social order in these areas remain stable.

However, localities reported several difficulties, including a lack of eligible beneficiaries for some support policies, low financial support levels that limit public participation, and delays in project documentation transfers between agencies, which has affected implementation progress and capital disbursement.

In his concluding remarks, Vice Chairman Sâm acknowledged the efforts of provincial departments and localities, stressing that effective implementation of the NTP is vital for sustainable poverty reduction, narrowing development gaps, and improving the livelihoods of ethnic minority groups.

He requested all relevant agencies to review and assess the progress of each project and sub-project, promptly address existing obstacles, and ensure timely and efficient fund disbursement.

Sâm also assigned the Department of Ethnic and Religious Affairs to coordinate with the Department of Finance and local authorities in proposing adjustments to certain funding norms and mechanisms to better suit local realities.

He further emphasized the need to strengthen inspection and supervision to promptly detect and resolve shortcomings at the grassroots level.
