PM urges stronger action to end illegal fishing, targets EU “yellow card” removal in 2025

HÀ NỘI, Sept 30 – Vietnamese Prime Minister Phạm Minh Chính on Monday chaired a nationwide online conference on combating illegal, unreported and unregulated (IUU) fishing, stressing the country’s goal of lifting the European Commission’s “yellow card” warning by 2025.

The Ministry of Agriculture and Environment reported that as of Sept. 29, Việt Nam had registered over 81,300 fishing vessels longer than six metres, with more than 99 per cent equipped with vessel monitoring systems (VMS).

Authorities nationwide have stepped up inspections and handled hundreds of violations, including disconnected VMS devices and unauthorized offshore operations.

In Quảng Ngãi province, officials said about 4,900 fishing boats were registered, with 98.2 per cent of larger vessels equipped with VMS and 90 per cent fully certified.

Local authorities are also monitoring 267 vessels deemed unqualified to operate.

Chinh urged ministries and 21 coastal provinces to accelerate vessel registration, tighten monitoring and strictly punish violations to ensure no boats trespass into foreign waters.

He set a deadline of Nov. 15, 2025 for resolving all outstanding issues.
