On the evening of October 7, Prime Minister Phạm Minh Chính chaired the weekly meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated (IUU) Fishing.

According to the national report, the number of unlicensed fishing vessels continues to decline. As of early October, 99.12 per cent of fishing vessels nationwide have installed Vessel Monitoring Systems (VMS), with no cases of Vietnamese vessels detained for violating foreign waters.
In Quảng Ngãi, all vessels have been registered, inspected, and licensed; 100 per cent of vessels 15 meters or longer currently in operation are equipped with VMS.
The province is intensifying enforcement, having recently handled over 120 violation cases and issued administrative fines to 17 vessels.

Prime Minister Phạm Minh Chính urged ministries and coastal provinces to resolve all remaining shortcomings in IUU prevention by November 15, 2025, focusing on four areas: vessel management, monitoring and tracking, traceability, and law enforcement.
He also directed stronger data integration across fisheries, vessel tracking, and citizen management systems, and called for strict penalties for persistent violations.
