Quảng Ngãi reviews implementation of Party Resolution on streamlining government structure

QUẢNG NGÃI - On September 29, the Party Committee of the Provincial People’s Committee held a conference to review the implementation of Resolution No. 18-NQ/TW, issued by the 12th Central Committee of the Communist Party of Vietnam on October 25, 2017.

Reports presented at the conference showed that, following Resolution 18, the province has streamlined its administrative apparatus and improved efficiency.

Since July 1, 2025, the Provincial People’s Committee has operated with 14 specialized agencies and one administrative unit, along with 10 provincial-level public service units and 167 under provincial departments.

At the commune level, all localities have established three specialized divisions and public service centers.

Overall, the restructuring has stabilized operations, clarified functions, and improved service delivery.

Delegates also highlighted progress in reorganizing administrative units, staff reassignment, and annual performance evaluations.

The process has been carried out in a democratic, transparent manner, with criteria linked to performance reviews, commendations, and personnel planning.

Representatives from departments and localities shared experiences and recommendations on further implementing Resolution 18 in the new phase, with emphasis on digital transformation, administrative reform, and adapting to the two-tier local government model.

In his remarks, Chairman Nguyễn Hoàng Giang called for stronger communication and awareness among officials about the importance of organizational restructuring.

He stressed the need for clear responsibility at all levels, especially among leaders, in driving reform.

The restructuring, he added, must be implemented promptly, comprehensively, and scientifically, with careful planning to anticipate challenges and solutions.

He also underlined the need to link restructuring with leadership renewal, downsizing, administrative reform, and capacity-building.

This includes stricter management of staffing levels, aligning personnel with job positions, and expanding training programs to enhance the quality and performance of civil servants.
