Quang Ngai Province implements detailed planning for seaport land and water development through 2050

 

Vice Chairman of the Quang Ngai Provincial People's Committee, Trần Phước Hiền, has recently signed Official Dispatch No. 2083/UBND-KTN directing the implementation of Decision No. 311/QD-BXD dated March 25, 2025, issued by the Minister of Construction.

Detailed Port Development Plan Sets Ambitious Goals for Quang Ngai through 2050

According to Decision No. 311/QĐ-BXD dated March 25, 2025, issued by the Minister of Construction, the detailed plan for the development of land and water areas of Quang Ngai’s seaport system for the 2021–2030 period, with a vision to 2050, outlines several key components and strategic objectives.

Quang Ngai Seaport will comprise multiple key port areas, including Dung Quất Port, Sa Kỳ Port, Mỹ Á Port, Ben Dinh Port (on Ly Son Island), and other potential ports within the Dung Quất Economic Zone.

These ports will support connectivity between the mainland and Lý Sơn Island and contribute to the region’s socio-economic development.

The system also includes designated anchorage areas, cargo transshipment zones, and storm shelter areas.

Development Targets by 2030

By 2030, the port system is expected to handle between 47.20 to 48.20 million tons of cargo annually (excluding cargo from new or expanded steel production projects) and 1.13 to 1.26 million passengers.

In terms of infrastructure, the plan includes a total of 11 ports with 41 wharves, spanning a combined length of 8,251.5 meters (not including additional planned terminals).

Vision to 2050

Looking ahead to 2050, the volume of cargo handled through Quảng Ngãi’s seaports is projected to grow at an average annual rate of 4.5 per cent to 5.5 per cent.

The plan also calls for the continued development of new port terminals to accommodate increasing trade demands and ensure modern, efficient infrastructure that meets future economic needs.

 

Tasks are set forth for units

The Department of Construction will take the lead in coordinating with relevant departments, agencies, and the People’s Committees of Binh Son and Ly Son districts, Duc Pho town, and Quang Ngai city to review and align local urban, rural, technical, and sectoral plans with the approved seaport development plan.

The department is tasked with building a centralized data repository for port management and operations, and developing a digitized map of the seaport system to support planning, statistics, and operational optimization.

The Department of Construction will also assess the training needs for personnel in port infrastructure management and coordinate with the Department of Home Affairs to propose appropriate training plans.

The Department of Finance will coordinate with relevant units to consolidate and propose public investment funding from the provincial budget, in accordance with the Law on Public Investment.

It will also support the investment approval process for seaport and terminal projects as authorized.

The Department of Agriculture and Environment will advise on the designation of onshore and offshore dredged material disposal sites.

It will also coordinate with coastal localities to propose sea area allocations for organizations and individuals, in line with relevant government decrees on marine resources and environmental management.

The Provincial Border Guard Command and Provincial Police Department will work with local authorities to implement national defense and security components of the seaport development plan.

They will review and propose adjustments to defense-related plans and provide feedback on programs and projects affecting security in the coastal economic zone.

The Dung Quat Economic Zone and Quang Ngai Industrial Parks Management Board will ensure the synchronization of local plans with the detailed seaport development plan.

They will promote the application of modern technology, digital transformation, and green energy use at both new and existing port facilities, aiming to meet green port standards.

The People’s Committees of Binh Son, Ly Son, Duc Pho, and Quang Ngai City are responsible for reviewing and updating local development plans to ensure consistency with the seaport development framework.

They must also manage and allocate land resources effectively to support integrated port infrastructure, logistics hubs, and maritime services, facilitating seamless operations at piers and terminals.
