PPC’s Vice Chairman Trần Phước Hiền works with BSR on Investment Projects

Quảng Ngãi, June 13 - Vice Chairman of the Quảng Ngãi Provincial People's Committee, Trần Phước Hiền, chaired a working session with leaders of Bình Sơn Refining and Petrochemical JSC (BSR) and related departments to address BSR’s proposals on investment projects.

At the meeting, BSR reported its close coordination with the Department of Industry and Trade, Dung Quất Economic Zone And Industrial Parks Authority (the Authority), and other local agencies in developing the National Petrochemical and Energy Center Project at Dung Quất Economic Zone.

The Ministry of Industry and Trade has finalized the project dossier and submitted it to the Prime Minister for approval.

Regarding the Dung Quất Refinery Upgrade and Expansion Project, BSR is focusing resources to ensure progress.

The 1/500 detailed construction plan has been approved, and the updated FEED design is on schedule.

BSR has also hosted a communications conference with international EPC contractors to prepare for bidding.

For the site leveling work, the project steering committee is expediting design consultancy and verification to enable bidding by July 2025.

BSR proposed that the province soon organize mineral resource auctions for land-filling materials.

BSR also requested that over 67 hectares, previously acquired and handed over, be added back into the 1/500 detailed plan as the project’s land area has been adjusted.

Additionally, BSR raised issues related to compensation, resettlement, a 110kV power line and substation, and other matters.

Vice Chairman Hiền affirmed the province’s commitment to supporting BSR, stressing the importance of the project to the provincial socio-economic development.

He requested all tasks be clearly assigned with specific deadlines and results.

He directed the Department of Agriculture and Environment to complete procedures for mineral auctions by July 2025.

Regarding the 67ha area, he asked BSR to submit a specific investment proposal aligned with approved planning.

For compensation and resettlement, the the Authority was tasked with completing final settlement reports.

the Authority was also assigned to coordinate  the 110kV power connection project.
