The Quảng Ngãi Provincial People’s Committee has approved a plan to restructure the province’s public education network, reducing the number of public educational institutions from 887 to 478, or by 46.11 per cent.
The plan covers public institutions providing preschool, general, continuing and vocational education.
It aims to streamline the education system, improve management efficiency, concentrate investment resources and enhance the quality of education across the province.
As of July 1, 2025, Quảng Ngãi had 887 public educational institutions serving a total of 441,121 students and learners.
Although 620 schools, or 69.9 per cent, had met national standards, the education network remained fragmented, with 1,149 satellite school sites, mainly at preschool and primary levels.
The restructuring is designed to reorganise the network in line with population size and distribution, while shifting the focus from education administration to education development management.
Under the plan, the province will establish larger schools under two main models: single-level schools or continuing education centres with satellite campuses, and large multi-level schools located either at a single site or at different locations.
Small satellite sites that fail to meet minimum infrastructure standards in remote, border and ethnic minority areas will be closed and reorganised into boarding or semi-boarding schools.
The plan does not allow the merger of preschools with general education schools, or of continuing education centres with vocational and continuing education institutions.
Following the restructuring, the number of preschool institutions will fall from 296 to 134, down 54.73 per cent.
Primary schools will be reduced from 224 to 106, a 52.68 per cent decrease, while lower-secondary schools will fall from 169 to 97, down 42.6 per cent.
The number of combined upper- and lower-secondary schools will decrease from 119 to 75, while institutions directly under the Department of Education and Training will be reduced from 79 to 66.
The restructuring is also expected to reduce the number of school management positions, including principals and vice principals, from 2,123 to 1,398, a reduction of 725 positions.
The number of shared administrative staff is expected to fall by 669, from 1,988 to 1,319.
Teachers will remain largely stable and be assigned according to job positions and staffing requirements.
Accounting and clerical staff will be shared across educational institutions, while positions such as equipment management, library and healthcare staff will be arranged for main schools and their satellite campuses as appropriate.
Existing school facilities will, where possible, be retained as satellite campuses to minimise disruption and avoid moving students and teachers.
Surplus facilities and small satellite sites will be considered for conversion into community education centres or village cultural houses, helping prevent waste and improve the use of public assets.
The Provincial People’s Committee has assigned the Department of Education and Training to lead the implementation of the plan in coordination with relevant departments, agencies and local authorities, ensuring that teaching and learning remain stable and education quality is maintained throughout the restructuring process.
