Prime Minister chairs 4th meeting of Steering Committee for key national railway projects

Prime Minister Phạm Minh Chính, Head of the Steering Committee for Key National Projects in the Railway Sector, chaired the committee’s fourth meeting on October 23.

Vice Chairman of the Quảng Ngãi People’s Committee Nguyễn Công Hoàng presided over the session at the province’s online site.

According to a report by the Ministry of Construction, since the committee’s third meeting, the Prime Minister and Deputy Prime Ministers have assigned 39 tasks to ministries, sectors, and localities to address bottlenecks and accelerate investment preparation for railway projects.

So far, 16 tasks have been completed as required.

Among them, the Ministry of Agriculture and Environment has submitted to the Government a decree detailing the implementation of several articles of the Law on Forestry, including provisions on temporary forest use and forest restoration for construction projects.

The Ministry of Construction has proposed a Government resolution to implement the National Assembly’s Resolution No. 188/2025/QH15 on special mechanisms for developing urban railway networks in Hà Nội and HCM City.

It has also submitted for approval the Scheme on Training and Development of Việt Nam’s Railway Human Resources, and reported on criteria for selecting investors and investment models for the North–South high-speed railway project.

Other ministries have made notable progress: the Ministry of Science and Technology has drafted a decree on railway science and technology development; the Ministry of Industry and Trade has prepared a plan for developing the railway industry; and the Ministry of Finance has issued guidance on compensation, resettlement, and capital allocation for site clearance of the North–South high-speed railway.

In Quảng Ngãi Province, the North–South high-speed railway section will stretch over 86 kilometers, running through 16 communes and three wards.

The route will parallel the existing railway and National Highway 1, adjacent to the North–South Expressway.

The province has prepared personnel, resources, and plans to implement land clearance work to ensure progress as directed by the Prime Minister.

PM Phạm Minh Chính praised ministries, sectors, and localities for their proactive efforts and emphasized that the upcoming tasks are crucial and demanding.

He urged all relevant authorities to mobilize maximum resources, remove institutional barriers, and streamline administrative procedures to meet progress targets.

The Prime Minister called for close coordination between central and local agencies, particularly from provinces and cities along the Lào Cai–Hà Nội–Hải Phòng railway and the North–South high-speed line, to speed up land clearance, relocate technical infrastructure, and build resettlement areas, ensuring better or equal living conditions for affected households.

He requested that provincial Party Secretaries, as heads of local steering committees, take direct responsibility for progress, while the Ministry of Finance should continue to facilitate fund allocation and advance capital for site clearance.
