Vice Chairman of the Provincial People’s Committee Trần Phước Hiền chaired a meeting on September 17 to review site clearance efforts in the ward and discuss solutions to existing difficulties.
According to Nguyễn Thị Ngọc Dung, Chairwoman of the Trương Quang Trọng Ward People’s Committee, the locality is currently carrying out compensation and site clearance for 22 projects, including seven projects funded by sources outside the State budget and 15 State-funded projects. Six of these are key projects.
The ward is prioritizing major provincial projects, including the Hoàng Sa–Dốc Sỏi Road, the road connecting Thạch Bích Bridge with Tịnh Phong and the upgrading and improvement of National Highway 24B.
However, the implementation process faces several difficulties, particularly a shortage of personnel responsible for compensation and site clearance for key projects.
Other obstacles involve land-related issues, land price determination, verification of land origins and the preparation and implementation of compensation and site clearance plans. These issues have affected project progress and require timely review and resolution.

Concluding the meeting, Vice Chairman Trần Phước Hiền acknowledged the difficulties faced by Trương Quang Trọng Ward and asked the locality to mobilize resources, strengthen responsibility and enhance coordination with relevant departments, agencies and units to carry out compensation and site clearance in accordance with regulations and the required schedule.
Regarding personnel, he asked the ward to proactively review and arrange suitable staff based on actual requirements and workload.
The locality should also promote the role of village-level officials in monitoring local conditions and verifying land-related information.
He emphasized the implementation principle of “six clear requirements”: clear people, clear tasks, clear responsibilities, clear timelines, clear results and clear authority for handling issues.
The Vice Chairman also called for stronger decentralization and delegation of authority, greater initiative and responsibility at the local level, and increased communication and public engagement to build consensus among residents during project implementation.
Trương Quang Trọng Ward was requested to proactively review available land funds and prepare timely resettlement plans for projects in the area, while relevant departments and agencies must provide guidance and coordinate with the locality to resolve difficulties in accordance with regulations and the approved schedule.
