He made the remarks at a meeting with the commune’s authorities on August 26 to review socio-economic development and national defence and security in the first eight months of 2026 and discuss key tasks for the remaining four months of the year.

Hiền praised An Phú’s performance, noting that despite its expanded administrative area and increased population following the rearrangement of administrative units, the commune had proactively consolidated its organisation and implemented socio-economic development tasks.

Many of its targets have met or exceeded the annual plan, contributing positively to the province’s overall development, he said.

The Vice Chairman, however, noted that An Phú still has considerable room for growth if it makes better use of its potential and adopts more appropriate development thinking and approaches.

He asked the commune to proactively implement disaster prevention and search-and-rescue measures, particularly given its coastal areas and exposure to natural disasters.

The commune was also urged to effectively implement Resolution No. 57-NQ/TW on breakthroughs in science and technology, innovation and digital transformation, promote digital transformation in governance and public services, and resolve outstanding projects and issues.

Regarding fisheries, Hiền asked An Phú to strengthen efforts to combat illegal, unreported and unregulated (IUU) fishing, strictly manage fishing vessels and encourage fishermen to comply with regulations.

The commune should also study ways to restructure fishing occupations and develop sustainable fisheries to increase the value of marine resources and improve the livelihoods of coastal residents, he said.

Hiền stressed that the commune should change its development mindset, rather than simply wait for resources to become available.

It should proactively identify urgent issues, projects and needs and propose them to the province, while seeking investors through major investment, trade and tourism promotion events.

He also called on An Phú to strengthen coordination with provincial departments and agencies to address difficulties at an early stage instead of allowing problems to remain unresolved for a long time.

The commune should enhance cooperation with neighbouring communes and wards, share experience and develop links in economic development, tourism, product promotion, agricultural product distribution, OCOP products and livelihood models.

Regarding An Phú’s proposals, Hiền assigned relevant provincial departments and agencies to study and advise the Provincial People’s Committee on solutions within their respective mandates.

He also asked the commune to set clear priorities and proactively coordinate with relevant agencies during implementation.
