Prime Minister urges decisive action to remove EC yellow card on IUU fishing

HÀ NỘI — Prime Minister Phạm Minh Chính on November 4 chaired the 20th meeting of the National Steering Committee for Combating Illegal, Unreported and Unregulated (IUU) Fishing, affirming that removing the European Commission’s (EC) yellow card warning is a task that “must be done and cannot be delayed.”

Attending the meeting from Quảng Ngãi’s video point were Chairman of the Provincial People’s Committee Nguyễn Hoàng Giang, Vice Chairman Đỗ Tâm Hiển, and leaders of departments and coastal localities.

Since the committee’s 19th meeting on October 28, the Ministry of Agriculture and Environment and relevant agencies have completed 23 of 66 assigned tasks, with 43 others underway.

The Ministry has also submitted draft amendments to Decrees No. 37/2024/NĐ-CP and 38/2024/NĐ-CP on fisheries management and administrative penalties for fisheries violations.

Nationwide, 99.8 per cent of the country’s 79,941 fishing vessels have been registered and updated in the national fisheries database (VNFishbase).

No new cases of violations in foreign waters were reported in the past week.

In Quảng Ngãi Province, 100 per cent of the 4,855 fishing vessels have been registered, licensed, and marked in accordance with regulations.

The province has updated its full vessel database on VNFishbase, handled 100 per cent of VMS violation cases since January 2024, and imposed fines exceeding VNĐ 22 billion on 478 violating vessels.

Concluding the meeting, Prime Minister Chính reaffirmed the Government’s strong determination to eliminate IUU fishing and remove the EC’s yellow card warning.

He urged ministries and localities to strictly implement Directive No. 198/CĐ-TTg and Decision No. 2310/QĐ-TTg, issued on October 17, 2025, on the national action plan for the high-intensity month against IUU fishing.

He directed all coastal provinces to thoroughly review vessel registries, ensure only eligible boats are licensed, and strictly control all departures and arrivals at ports. All fishing vessels must be marked and registered by November 15, 2025.

The Prime Minister also demanded strict penalties for violations of vessel monitoring system (VMS) regulations, boundary transgressions, and unreported or unapproved unloading of seafood at ports.
