QUẢNG NGÃI — Vice Chairman of the Quảng Ngãi Provincial People’s Committee, Nguyễn Ngọc Sâm, on Wednesday afternoon (November 5) chaired a meeting with leaders of relevant departments and agencies to review the restructuring of commune-level public service units.
At the meeting, Vice Chairman Sâm assigned the Department of Home Affairs to take the lead in coordinating with relevant sectors to advise the Provincial People’s Committee on issuing specific guidelines on the functions and duties of commune-level public service centers.
The department was also tasked with reviewing and assessing the performance of existing public service units to promptly address difficulties and make necessary adjustments in line with local realities.
According to the Department of Home Affairs, following directions from the Central Government and the Provincial People’s Committee, the department has developed a plan to consolidate and streamline commune-level public service units under the principle of establishing one public service unit per commune or ward to provide essential public services to local residents.
In the education sector, the department proposed maintaining the current network of kindergartens, primary and lower secondary schools, as well as combined schools, while reviewing school networks to ensure convenience for students.
Satellite school sites will be reorganized into semi-boarding or boarding schools located at commune centers.
In the healthcare sector, the province plans to transfer local medical stations, clinics and regional polyclinics currently under the provincial Department of Health to commune and ward authorities, forming 95 commune-level medical stations across the province.
In the next phase, after completing the consolidation of Project Management Boards, the province will consider transferring public employees, functions and authority to commune-level public service centers to streamline the apparatus and enhance operational efficiency of grassroots public service units.
During the meeting, Vice Chairman Sâm also approved adjustments to the investment policy for the Phúc Hưng Private General Hospital Project and gave directions to resolve obstacles to accelerate the restoration and promotion project of the Đăk Tô – Tân Cảnh Historical Victory Site.
