QUẢNG NGÃI — Quảng Ngãi and Đà Nẵng are strengthening coordination to address difficulties and bottlenecks facing long-delayed projects, with a focus on making more effective use of land and investment resources and accelerating local development.
Vice Chairman of the Quảng Ngãi Provincial People’s Committee Trần Phước Hiền and Vice Chairman of the Đà Nẵng City People’s Committee Trần Nam Hưng co-chaired a meeting on August 27 to discuss the implementation of National Assembly Resolution No. 29/2026/QH16 and measures to handle long-standing projects and land-related issues.
The resolution introduces special mechanisms and policies for dealing with violations of land laws committed by organizations and individuals before the 2024 Land Law took effect.
The policy is expected to help localities address complicated cases that have remained unresolved for many years.
At the meeting, representatives of the two localities reviewed the difficulties encountered in implementing the resolution and exchanged information on cases requiring coordination between the authorities.
Particular attention was paid to projects that have been delayed for long periods due to problems related to land use, investment procedures, planning, legal status and the implementation of previous regulations.

Vice Chairman Trần Phước Hiền said that resolving these projects is important to prevent resources from being wasted and to create better conditions for investment and socio-economic development.
He asked relevant agencies and local authorities to closely review each case, clearly identify the causes of delays and propose solutions within their jurisdiction.
Cases involving issues beyond the local authorities’ jurisdiction should be promptly reported to competent agencies for consideration and resolution.
The Quảng Ngãi official also stressed the need for close coordination between the two localities, particularly in reviewing projects and land-related assets affected by the administrative and territorial arrangements.

According to the Đà Nẵng authorities, after two years of implementing Politburo Conclusion No. 77-KL/TW and National Assembly Resolution No. 170/2024/QH15, the city has made significant progress in resolving difficulties related to projects, land and public assets.
Of the 2,035 projects, land areas and land-attached assets identified for review, difficulties related to more than 1,986 cases have been addressed, according to the city.
The results demonstrate the importance of reviewing the legal status of long-delayed projects on a case-by-case basis and developing appropriate solutions in accordance with current regulations.
The two localities agreed to continue exchanging information and coordinating closely in implementing the new mechanisms and policies.
The cooperation is expected to help accelerate the resolution of outstanding issues, improve the efficiency of land use and investment, and create additional resources for socio-economic development in both Quảng Ngãi and Đà Nẵng.
The move also contributes to strengthening coordination between the two local administrations following the new regional development arrangements, while promoting a more transparent and effective investment environment in central Việt Nam.
