Chairman of the Provincial People’s Committee Nguyễn Đức Tâm chairs the meeting on public investment
QUẢNG NGÃI — Chairman of the Provincial People’s Committee Nguyễn Đức Tâm chaired a meeting on September 21 to review the medium-term public investment plan for 2026–2030 funded by the local budget and the 2026 public investment capital allocation plan.
The meeting was attended by Standing Vice Chairwoman of the Provincial People’s Committee Y Ngọc, Vice Chairmen Nguyễn Ngọc Sâm and Trần Phước Hiền, and leaders of provincial departments, agencies and members of the Provincial People’s Committee.
Based on a report by the Department of Finance and discussions at the meeting, Chairman Nguyễn Đức Tâm praised the department’s preparations and requested further reviews and improvements to the proposals.
He emphasised the need for concise and clear plans that comply with investment capital allocation principles and priorities.
Regarding the 2026–2030 medium-term public investment plan, the Chairman agreed to implement the contents approved by the Provincial People’s Council and called for concerted efforts to achieve the set targets.
He ordered a thorough review of 181 ongoing projects, including 59 provincial-level projects, to ensure investment efficiency.
Priority should be given to accelerating projects under implementation and minimizing increases in total investment caused by prolonged project execution.
For the 2026 public investment capital plan, the Department of Finance was asked to urgently advise on fully allocating investment preparation funds for projects with funding needs.
The department must also review and allocate all remaining funds for this task while balancing additional capital in line with the number of projects.

The Chairman agreed with the proposed principles for allocating capital to principal debt repayments, completed project settlements, counterpart funding for ODA projects and national target programmes.
He also stressed the need to accurately calculate funding requirements for resettlement projects, describing this as an important condition for site clearance and project implementation.
For key tasks and projects, Nguyễn Đức Tâm requested further reviews to ensure sufficient resources, particularly for national defence and security facilities, essential infrastructure and projects facing prolonged difficulties and obstacles.
Relevant agencies and units were asked to proactively review such projects and propose appropriate solutions to address outstanding issues.
