On September 14, Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển chaired a meeting with provincial departments and relevant localities to review the progress of projects under the management of the Department of Agriculture and Environment (DoAE).

Regarding the Tịnh Hòa Storm Shelter Anchorage and Fishing Port Upgrade and Expansion Project, VNĐ405 billion had been allocated as of August 30, 2026, including VNĐ300 billion from the central budget and VNĐ105 billion from the local budget. Disbursement reached VNĐ321 billion, or 79.35 per cent. Several major work items have already been completed.
However, the lack of a continuous cleared site has affected construction progress. The DoAE proposed adjusting compensation and site-clearance costs and requested Đông Sơn Commune to accelerate mineral auctions and site handover for dredging works, while continuing to coordinate on compensation and site clearance.

In 2026, the DoAE was allocated VNĐ120 billion in public investment capital, of which only VNĐ16 billion had been disbursed as of September 10. It is also implementing tasks funded by recurrent expenditure, including cadastral surveying and land-data digitization in 25 eastern communes and wards, administrative mapping, land-price assessment, water-resource assessments and forest fire prevention.
Vice Chairman Đỗ Tâm Hiển acknowledged the efforts made but noted that disbursement remained low. He requested the DoAE to promptly address outstanding issues and coordinate with relevant agencies and localities to resolve site-clearance and land-related issues, accelerate disbursement and improve the effectiveness of project implementation.

For the Tịnh Hòa project, the DoAE must review its scale and actual needs and report to competent authorities and relevant agencies by September 20. Đông Sơn Commune shall provide its official response within three days, followed by accelerated compensation and site clearance, with the goal of achieving 100 per cent disbursement.
The DoAE shall advise on the project’s total investment and funding structure and coordinate with the Department of Finance to arrange funding by September 30.
The Department of Finance shall propose additional funding by October 10. For projects facing objective difficulties, the province will consider reallocating or returning the allocated capital.
