A meeting is held to remove bottlenecks and facilitate socio-economic development
QUẢNG NGÃI — The Quảng Ngãi Provincial People's Committee has ordered departments, agencies and local authorities to accelerate the resolution of long-delayed investment projects, aiming to remove legal and administrative bottlenecks and facilitate socio-economic development.
The directive was issued at a meeting on Thursday chaired by Vice Chairman of the Provincial People's Committee Trần Phước Hiền to review progress and discuss solutions to outstanding issues affecting delayed projects across the province.
According to the Department of Finance, Quảng Ngãi currently has 97 delayed projects requiring further action under conclusions issued by central authorities. Of these, 61 projects are eligible for special mechanisms and policies under National Assembly Resolution No. 29/2026/QH16, while the remaining 36 projects fall under the authority of the provincial government.
For the 61 projects covered by the resolution, the department has established an implementation roadmap through November 30, 2026. So far, investment proposals have been received for 57 projects, while four investors have yet to submit applications for continued land allocation or land lease.
Regarding the remaining 36 projects, provincial authorities have reviewed 22 projects following the Provincial Inspector's inspection conclusions and conducted comprehensive assessments of three projects approved in principle by the Prime Minister. Authorities are also examining 11 additional projects with unresolved legal and administrative issues that fall outside the scope of Resolution No. 29.
During the meeting, representatives of provincial departments and local governments reported on implementation progress and proposed measures to address difficulties encountered during the review and settlement process.

Vice Chairman Trần Phước Hiền stressed that resolving long-delayed projects is a priority task requiring strong leadership, close coordination and clear accountability from all relevant agencies and officials.
He instructed departments and local authorities to assign dedicated personnel to oversee project implementation, strengthen inter-agency coordination and avoid unnecessary delays. Projects that have already received policy approval must be implemented without delay, while those meeting all legal requirements should be prioritised for immediate resolution. Agencies responsible for delayed cases must clearly identify the causes and individual responsibilities.
The Vice Chairman also directed provincial authorities to promptly implement 28 projects that have already received opinions from the Standing Board of the Provincial Party Committee and prepare dossiers for 15 additional eligible projects to be submitted for consideration. The remaining projects should continue to be reviewed and completed before submission.
For projects under the authority of the Provincial People's Committee, departments and localities were instructed to classify them by category, establish detailed implementation timelines and strive to complete all pending cases by the end of 2026.
