On September 22, Vice Chairman of the Provincial People’s Committee Nguyễn Ngọc Sâm chaired a conference to disseminate central policies and conclusions, directions from the Government and the Prime Minister, and discuss solutions to accelerate the management and utilization of surplus public buildings, land and assets across the province.

At the conference, leaders of the Department of Finance highlighted the directions of General Secretary and President Tô Lâm, Head of the Central Steering Committee for the Prevention and Control of Corruption, Waste and Negative Practices, stressing the need to complete the handling and effective utilization of surplus public buildings and land following the restructuring of organizational structures and administrative units, preventing assets from being damaged, deteriorating or wasted.
The conference also reviewed Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Party Central Committee’s second Plenum; Dispatch No. 39/CĐ-TTg dated May 14, 2026 of the Prime Minister; and other relevant directives.
According to the Department of Finance, 912 out of 1,102 surplus facilities have so far been handled and put into use. However, some facilities have yet to be fully addressed.
Concluding the conference, Vice Chairman Nguyễn Ngọc Sâm requested departments, sectors and localities to move immediately from review to action and from plans to concrete results. He stressed that every surplus asset must have a clear handling plan, a designated responsible agency and a specific completion timeline, while assets eligible for utilization must be promptly and effectively put into use.
For facilities that remain unresolved, authorities must review each case, determine the appropriate handling option, competent authority, responsible agency and completion timeline.
For matters within their authority, agencies and localities must take proactive action and assume full responsibility. Matters beyond their authority must be promptly reported to competent authorities with specific proposals.
Vice Chairman Nguyễn Ngọc Sâm emphasized that public assets must be strictly managed in accordance with regulations. Where eligible assets remain unused due to a lack of initiative or determination, the responsibility of relevant agencies and individuals must be considered.
