Vice Chairman Trần Phước Hiền inspects progress of KN Ialy Kon Tum solar power project

Vice Chairman of the Provincial People’s Committee Trần Phước Hiền on January 8 inspected the implementation progress of the KN Ialy Kon Tum Solar Power Plant project.

He was accompanied by leaders of the Departments of Industry and Trade, Construction, Finance, Agriculture and Environment, and the Office of the Provincial People’s Committee.

According to the Department of Industry and Trade, the project was approved in principle in April 2021 with a designed capacity of 160 MW, covering about 245 hectares. Of this, more than 235 hectares are located on the surface of the Ialy hydropower reservoir for the installation of floating solar panels, while the remaining area is used for the substation, operation facilities, access roads and transmission corridors.

Following the investment approval, the investor completed a number of key legal procedures, including agreements on the location of the substation and grid connection route, preparation of cadastral maps, completion of the environmental impact assessment, and topographical and geological surveys.

However, during the 2022–2024 period, the project faced difficulties.

At the site inspection, representatives of Ialy Kon Tum Solar Power JSC proposed that competent authorities allow the company to provide investment performance security in the form of a bank guarantee, approve adjustments to the project’s investment policy, and issue guidance on water surface leasing procedures.

Hiền praised the investor’s efforts in project preparation. He stressed that this is a large-scale project and requested departments and local authorities to continue reviewing procedures and supporting the investor in resolving existing obstacles.

He assigned the Department of Finance to take the lead, in coordination with the Department of Industry and Trade and other agencies, to advise the Provincial People’s Committee on solutions.

Earlier the same day, Hiền and the working delegation offered incense at the historical site of Hill 995 – Chư Tan Kra.
