Under Plan No. 379/KH-UBND, the Provincial People’s Committee seeks to translate provincial policies into specific programmes, projects and measures, with clear responsibilities and implementation timelines.
The plan emphasises the efficient use of marine resources, biodiversity conservation, climate change adaptation and sea-level rise preparedness, while ensuring public access to the sea and improving local living standards.
By 2030, communes, wards and special administrative zones with coastlines are expected to contribute more than 65 per cent of the province’s total economic output.
The province aims for average annual gross regional domestic product (GRDP) growth of at least 10 per cent, while the fisheries sector is targeted to grow by 4.18 per cent annually.

Total marine capture and aquaculture output is expected to reach 267,882 tonnes by 2030.
The province also aims to ensure that 100 per cent of fisheries output meets certification requirements or is subject to controls verifying legal fishing, in line with applicable regulations.
Digital transformation is another priority. At least 60 per cent of businesses operating in marine economic sectors are expected to apply digital technologies, artificial intelligence, big data or the Internet of Things in management, production and business operations.
The digital economy is targeted to account for around 30 per cent of the province’s GRDP.

For Lý Sơn Special Zone, the plan targets average annual economic growth of 6.5 per cent during 2026–2030.
By 2030, trade and services are expected to account for 50.2 per cent of its economic structure, agriculture 37.2 per cent, and industry and handicrafts 12.6 per cent.
The province also aims to develop Lý Sơn into an eco-tourism destination with green, smart urban development and offshore logistics services.
By 2030, all residents are expected to have access to electricity, clean water, telecommunications, healthcare and education.
Household waste collection and treatment is targeted to reach at least 95 per cent, while all medical waste must be treated in accordance with regulations.
Looking ahead to 2045, Quảng Ngãi aims to become a major growth pole in the Central Highlands and Central Việt Nam, with a fast-growing and sustainable marine economy playing a leading role in the provincial economy.
