On July 22, the Party Committee of Ngọc Linh Commune held its first Party Congress for the 2025–2030 term.
Attending the event was Y Ngọc, Standing Vice Chairwoman of the Provincial People’s Committee and member of the Provincial Party Standing Committee.
Ngọc Linh Commune was established through the merger of the former Ngọc Linh and Mường Hoong communes.
It now includes 22 villages, with over 1,680 households and a population of more than 6,300, of which over 97 per cent are ethnic minorities—mainly the Xơ Đăng people.
Despite challenges during the 2020–2025 term, the local Party Committee, government, and residents achieved and exceeded key targets.
The economy developed steadily, focusing on medicinal herbs and long-term crops, aquaculture—especially sturgeon farming—and natural honey production.
Scientific and technical advances were applied to improve productivity and economic value.
National target programs contributed to improved rural infrastructure and living standards.
Per capita income rose to approximately 34 million VNĐ/year, a 45 per cent increase from the start of the term. The poverty rate fell to around 24 per cent.
Several key economic indicators exceeded targets—for example, cold-climate coffee plantations reached 253 per cent of the goal, medicinal herbs 413 per cent, and Ngoc Linh ginseng 382 per cent.
In addition to economic growth, the commune maintained security and public order, strengthened forest protection, and collaborated with neighboring areas to combat crime.
For the 2025–2030 term, the commune aims to expand medicinal herb cultivation to over 500 hectares, increase total annual crop area to 836 hectares, and develop an additional 70 hectares of Ngoc Linh ginseng.
Goals include raising per capita income to 50 million VNĐ/year and reducing the poverty rate to below 3 per cent.
Ngoc Linh plans to become a hub for medicinal herb development integrated with eco-tourism, building a closed value chain from production to processing and marketing.
The commune will also promote livelihood support programs, vocational training, administrative reform, and digital transformation to improve governance efficiency.
Strong innovation and digital transformation at Ngọc Linh Party Congress
At the Party Congress of Ngọc Linh Commune on July 22, Standing Vice Chairwoman of the Provincial People’s Committee Y Ngọc praised the Party Committee, government, and people of Ngọc Linh for their significant achievements during the 2020–2025 term.
She encouraged the new-term Party Committee to promote unity, innovation, and bold action for the common good.
She also called for the localization of the Provincial Party Committee’s policies into practical, actionable programs tailored to the commune’s conditions.
Emphasizing the need for digital transformation, Vice Chairwoman Y Ngọc urged the commune to apply technology in governance and administrative reform to improve public service quality.
She also stressed the importance of mobilizing and efficiently using resources to develop synchronized and modern socio-economic infrastructure.
Ngọc Linh was also advised to capitalize on its agricultural strengths—especially in medicinal herbs and Ngọc Linh ginseng—by linking cultivation with product processing and consumption.
Cultural development, the elimination of outdated customs, and effective implementation of social welfare policies were also highlighted as priorities, alongside sustainable poverty reduction and strengthened national defense and security.
At the Congress, the Standing Committee of the Provincial Party Committee announced the official appointment of the new Party Executive Committee, Standing Committee, and key leadership of Ngọc Linh Commune for the 2025–2030 term. A Phương was appointed as Secretary of the Commune Party Committee.
