On July 8, Vice Chairman of the Quảng Ngãi Provincial People's Committee Nguyễn Ngọc Sâm chaired a meeting to address a proposal from the People's Committee of Kon Tum Ward regarding the reimbursement of local budget advances for two transport projects: the Hồ Chí Minh Road Project (Tân Cảnh - Buôn Ma Thuột section through Kon Tum Ward) and the National Highway 24 Upgrading and Expansion Project (section through Kon Tum Ward).

According to the Department of Construction, the site clearance subproject for the Hồ Chí Minh Road Project was completed and finalized in 2017. However, more than VNĐ 1.8 billion in payments from the central budget remains outstanding. Meanwhile, VNĐ 288 million advanced from the local budget for land acquisition and site clearance under the National Highway 24 project has yet to be reimbursed.
The Ministry of Construction (MoC) has verified the outstanding debt figures and requested the Hồ Chí Minh Road Project Management Board, as the project owner's representative, to coordinate with relevant agencies in reviewing and identifying outstanding construction debts and amounts payable to the local budget before submitting them to the MoC for consideration.
Concluding the meeting, Vice Chairman Nguyễn Ngọc Sâm assigned the Department of Construction to coordinate with the Department of Finance and relevant agencies to review and finalize documentation for the two projects, as well as similar cases across the province, and advise the Provincial People's Committee to propose the MoC to allocate funds to reimburse the local budget in accordance with regulations.
