HÀ NỘI — Prime Minister Phạm Minh Chính chaired the Government’s regular meeting for October 2025, held online with localities nationwide.
Attending the session at the Quảng Ngãi site were Chairman of the Provincial People’s Committee Nguyễn Hoàng Giang, Vice Chairmen Trần Phước Hiền, Nguyễn Công Hoàng, Đỗ Tâm Hiển, and leaders of relevant departments and sectors.
Reports presented at the meeting showed that the country’s socio-economic performance in October and the first ten months of 2025 remained positive.
The macroeconomy was stable, inflation under control, and growth momentum maintained.
The average Consumer Price Index (CPI) for ten months rose 3.27 per cent. State budget revenue exceeded VNĐ 2.1 quadrillion, up 28.5 per cent year on year and 9.1 per cent higher than estimates.
Total import-export turnover reached US$762.4 billion, up 17.4 per cent; exports rose 16.2 per cent to US$391 billion, while imports climbed 18.6 per cent to US$371.4 billion, resulting in a trade surplus of nearly US$19.6 billion.
Public investment disbursement reached VNĐ 491 trillion, or 54.4 per cent of the plan; registered FDI exceeded US$31.5 billion, up 15.6 per cent; realized FDI hit US$21.3 billion, up 8.8 per cent.
The country welcomed 17.2 million international visitors, and over 266,000 enterprises were newly established or resumed operations, a 26.5 per cent increase.
Administrative reforms and the two-tier local government model continued operating smoothly, while social welfare and cultural development were ensured.
Nearly 3,000 long-delayed projects have seen initial progress thanks to focused efforts.
Notably, 16 provinces and cities recorded GRDP growth of 8 per cent or higher in the first nine months of 2025.
Among them, six localities posted growth above 10 per cent: Quảng Ninh (11.67 per cent), Hải Phòng (11.59 per cent), Ninh Bình (10.45 per cent), Phú Thọ (10.22 per cent), Quảng Ngãi (10.15 per cent), and Bắc Ninh (10.12 per cent).
On behalf of the Government, Prime Minister Phạm Minh Chính praised ministries, sectors, and localities for their remarkable efforts and achievements across all fields, contributing to the comprehensive realization of 2025 and 2021–2025 goals.
He expressed confidence that, if current momentum is maintained, Việt Nam’s GDP growth could surpass 8 per cent in 2025.
The Prime Minister urged ministers, sectoral leaders, and provincial chairpersons to implement resolutions and directives decisively and effectively, focusing on stabilizing the macroeconomy, controlling inflation, promoting growth, and ensuring major economic balances.
He emphasized both traditional and new growth drivers, effective restructuring of the economy, improving productivity and growth quality, and resolving long-standing investment obstacles.
He also called for strong efforts to develop culture, society, and social welfare, enhance people’s living standards, and maintain national defence, security, and public order, while boosting external relations and international integration.
