QUẢNG NGÃI — Chairman of the Provincial People’s Committee Nguyễn Hoàng Giang chaired a meeting to review and give opinions on the adjustment of the 2021–2025 mid-term public investment plan and the 2025 capital allocation plan using local budget funds.
Vice Chairmen Trần Phước Hiền, Nguyễn Công Hoàng, Đỗ Tâm Hiển, and leaders of relevant departments and units attended the meeting.
According to the Department of Finance, the adjustment is necessary as 2025 marks the final year of the mid-term plan, requiring flexible management and allocation to ensure compliance with public investment principles and maximize the province’s overall disbursement rate.
For the 2021–2025 mid-term plan, the total local budget capital stands at over VNĐ 36.9 trillion, including VNĐ 2.17 trillion in contingency funds.
After adjustments among programs and projects, the total mid-term contingency fund will reach nearly VNĐ 9.49 trillion.
For the 2025 investment capital plan, the total local budget allocation is nearly VNĐ 7.6 trillion, with VNĐ 5.37 trillion after adjustments.
The proposed adjustments aim to maximize capital disbursement within the province’s financial capacity.
The department also proposed extending capital allocation deadlines for several projects to ensure completion and effective use of investment capital while avoiding construction debt.
It suggested allocating settlement funds for 25 completed projects and preparation funds for six new projects.
Concluding the meeting, Chairman Nguyễn Hoàng Giang assigned the Department of Finance to work with relevant agencies to review programs and projects in line with public investment laws, ensuring effective use of allocated funds.
For extended projects, investors must provide written commitments to achieve the highest possible disbursement rates.
He noted that Quảng Ngãi has recently made strong progress in accelerating public investment disbursement.
The Department of Finance was tasked with continuing to monitor and urge project owners to speed up disbursement and report weekly to the Provincial People’s Committee on progress and results to ensure timely direction and management.
