HÀ NỘI — Prime Minister Phạm Minh Chính, Head of the Central Steering Committee on Housing Policy and Real Estate Market Development, chaired the committee’s third meeting at the Government Headquarters on Monday morning.
The session was connected online with localities nationwide, including Quảng Ngãi Province, where Vice Chairman of the Provincial People’s Committee Nguyễn Công Hoàng presided over the local venue.
According to a report from the Ministry of Construction, the Government and the Prime Minister have taken strong, comprehensive measures to remove obstacles, accelerate investment projects, and boost housing and real estate supply across all segments — especially social housing.
As a result, the real estate market has remained broadly stable, with improved supply and many social housing projects licensed, launched, and completed, meeting people’s housing needs.
Under the One Million Social Housing Units Project, as of now, the country has 696 projects underway, providing over 637,000 housing units.
Among them, 191 projects have been completed (128,000 units), 195 projects are under construction (123,000 units), and 310 projects have received investment approval (385,000 units).
The combined progress represents 60 per cent of the project’s 2025 target.
In the first ten months of 2025 alone, 82 new projects were launched with 89,800 units, and 61,800 units were completed — equal to 62 per cent of the annual plan.
By year-end, an additional 29,600 units are expected to be finished, bringing the total to 91,600 units, or 91 per cent of the 2025 plan.
In Quảng Ngãi Province, the Prime Minister assigned a target of 240 social housing units for 2025.
The province has already completed 268 units, achieving 112 per cent of the target. By 2030, Quảng Ngãi plans to develop 8,500 social housing units.
During the meeting, representatives of ministries, sectors, localities, businesses, and experts discussed challenges and proposed concrete measures to further promote social housing development nationwide.
In his concluding remarks, Prime Minister Phạm Minh Chính praised the positive outcomes achieved so far and urged all ministries, localities, and enterprises to take proactive actions within their authority to effectively implement the project.
Issues beyond their competence should be promptly reported to higher levels for resolution.
The Prime Minister requested localities to fulfil their assigned 2025 social housing targets.
He stressed three key goals in social housing development: simplifying procedures, ensuring people’s easy, fast, and affordable access to housing without additional costs or risks; and fostering a safe, healthy, and sustainable real estate market, contributing to macroeconomic stability, inflation control, and sustainable growth.
