Vice Chairman of the Provincial People’s Committee Đỗ Tâm Hiển, on October 16, chaired a meeting to review the implementation of Plan No. 43/KH-UBND dated September 10, 2025, on building and improving the land database to ensure it is accurate, complete, clean, and live, in alignment with the two-tier local government model.

According to the Department of Agriculture and Environment, the province has completed the conversion of data from the VILIS system to the VBDLIS land information system in 34 out of 34 local administrative units, finalizing data for 43 out of 96 communes.
The database currently includes more than 1.48 million land parcels, with over 647,000 records cross-checked against the National Population Database. The digitization of land-use right certificates and residential land data is being accelerated.

The land database has been connected with the Public Administration Service Portal and the Tax Department, and a plan is being developed to use digital data to streamline administrative procedures.
However, the workload remains heavy, while local staffing at commune and land registration offices is still limited. The Department proposed allocating additional funding to effectively implement the 90-day Land Database Completion Campaign, and urged localities to promptly establish steering committees and task forces to accelerate progress.
Concluding the meeting, Vice Chairman Đỗ Tâm Hiển commended the Department of Agriculture and Environment and local authorities for their initial achievements and innovative approaches; however, he noted that some tasks were progressing slowly.

He directed the Department to coordinate with Quảng Ngãi Newspaper, Radio and Television Station, and the Provincial Portal to strengthen public communication about the campaign. The Department was also tasked with proposing funding and reporting to the PPC before October 20, 2025.
Vice Chairman Đỗ Tâm Hiển emphasized that building a land database that is “accurate – complete – clean – live” is a key mission requiring coordinated, determined action across the entire political system to ensure progress and quality of the implementation.
