The Provincial People’s Committee has issued Plan No. 367/KH-UBND to implement the Law on Legal Education and Dissemination No. 12/2026/QH16, which will take effect on March 1, 2027.

The plan aims to ensure effective and consistent implementation of the Law and tasks assigned under the Prime Minister’s Decision No. 1790/QĐ-TTg dated September 16, 2026, in line with local conditions.
Key tasks include reviewing and updating relevant legal documents, coordinating with central agencies in developing detailed regulations, and proposing policies to encourage organizations and individuals to participate in and support legal education and dissemination.
The province will organize conferences to introduce the Law and its new provisions, while developing and distributing relevant legal information materials. Training will also be provided for legal reporters, legal propagators, civil servants, teachers, lecturers and other personnel involved in legal education, with greater emphasis on digital transformation and AI applications.
The plan also calls for reviewing and strengthening provincial- and commune-level Councils for Legal Education and Dissemination to improve their operational effectiveness.
Legal education will be promoted through digital platforms, social media and artificial intelligence, as well as within the national education system. The province will also ensure adequate resources, monitor implementation and conduct inspections to ensure compliance with the Law.
The Department of Justice will monitor, guide and urge relevant agencies and commune-level authorities to implement the plan, and report implementation results to the Provincial People’s Committee and competent authorities.
Departments, agencies, commune-level People’s Committees and relevant organizations are required to proactively carry out assigned tasks on schedule, efficiently and economically. The provincial People’s Court, People’s Procuracy, Việt Nam Fatherland Front Committee and relevant socio-political and professional organizations are also requested to coordinate in implementing the Law.
