On October 17, the Party Central Committee Office issued a document conveying the Politburo’s directives on mechanisms and policies to develop a national center for refining, petrochemicals, shipbuilding and energy in the Dung Quất Economic Zone, Quảng Ngãi Province.

At its meeting on October 16, 2026, after reviewing Submission No. 128-TTr/ĐU dated October 15, 2026, from the Government Party Committee and feedback from relevant agencies, the Politburo agreed in principle to allow the Dung Quất Economic Zone to apply mechanisms and policies currently available to free trade zones in Hải Phòng and Đà Nẵng, as well as the highest incentives permitted under the Law on Urban Development.
The Politburo assigned the Government Party Committee to coordinate with the National Assembly Party Committee to include this proposal in the agenda and resolution of the 16th National Assembly’s second session. This would provide a basis for the Government to consider and decide on the mechanisms and policies applicable to the Dung Quất Economic Zone.
The policies must align with the Party’s guidelines and meet development needs in refining, petrochemicals, shipbuilding, strategic reserves and national energy.
