Provincial authorities remove bottlenecks for industrial cluster projects

QUẢNG NGÃI — The Provincial People’s Committee on December 11 held a meeting to address difficulties facing several investment projects in industrial clusters across the province.

The meeting was chaired by Vice Chairman of the Provincial People’s Committee Trần Phước Hiền and attended by leaders of relevant departments, agencies and local authorities.

Discussions focused on three projects: a laminated wood board and wood-chipping plant for biomass fuel pellets at Ba Động Industrial Cluster; a plywood and handicraft factory at Thạch Trụ Industrial Cluster; and the Kim Đức packaging and handbag garment factory at Bình Nguyên Industrial Cluster.

The biomass fuel pellet project at Ba Động Industrial Cluster, invested by Ngọc Trâm Production and Trading One Member Limited Liability Company, was granted an investment policy decision in March 2017.

Although the project has completed procedures related to environmental protection, fire prevention and fighting, investment security deposit, and land-use demand appraisal, it has yet to be allocated land and its implementation timeline has not been extended.

To address this issue, Vice Chairman Hiền assigned the Department of Finance to advise the Provincial People’s Committee on solutions to help the investor complete the required documentation and bring the project into operation by February 2026.

Regarding the plywood and handicraft factory at Thạch Trụ Industrial Cluster, the project received investment policy approval in May 2019 and was handed over land on site in March 2022.

However, its implementation has been slow due to various reasons.

Based on opinions from departments and local authorities, Vice Chairman Hiền instructed the Department of Finance to support and guide the investor in completing land-related procedures.

He also requested the investor to develop a detailed implementation schedule for the remaining components, make specific commitments, and mobilise resources to accelerate construction and complete licensed items so that the project can soon become operational.

For the Kim Đức packaging and handbag garment factory at Bình Nguyên Industrial Cluster, the investor is currently proposing an investment policy with business lines including the production of suitcases, handbags and similar products.

According to sector authorities, the proposed industries are largely in line with the approved functions of the Bình Nguyên Industrial Cluster.

Concluding the meeting, Vice Chairman Hiền requested Bình Sơn Commune to coordinate with relevant departments in supporting site clearance for the project.

He also directed departments, agencies and local authorities to actively assist the investor in carrying out subsequent procedures, including investment policy approval and environmental-related matters.
