State President Lương Cường has signed Decision No. 2360/QĐ-CTN awarding the Bravery Order to Phan Duy Quang (Tây An Vĩnh Village) and Lê Văn Sanh (Tây An Hải Village), Lý Sơn Special Zone, for their courageous actions in rescuing a person during Typhoon No. 13.
At around 15:00 on November 6, 2025, after hearing that Dương Quang Cường (44, Tây An Vĩnh) had jumped into the sea near Lý Sơn Port, Quang and Sanh immediately took a small basket boat to rescue him despite extremely dangerous conditions. Typhoon No. 13 was approaching, with waves 3-4 meters high, strong winds at level 10-11, darkness, and rough seas. After pulling the victim onto the boat, a powerful wave swept all three far offshore.
Rescue forces, including Port Authority, Air Force, Border Guard, fishing vessels and cargo ships, searched for more than two days. On the morning of 8 November, the cargo ship Hải Nam 39 found and rescued Quang near the waters of Gia Lai (old Bình Định); Sanh was located later the same afternoon. The man who initially jumped into the sea was also rescued by fishermen from Quảng Trị.
Their selfless bravery in risking their lives to save others during Typhoon No. 13 has earned the deep respect and admiration of the people of Lý Sơn and the entire nation.
