As part of its working visit to Finland and Sweden, on June 22, a Quảng Ngãi provincial delegation led by Vice Chairman of the Provincial People’s Committee Trần Phước Hiền conducted a working program in the Republic of Finland to explore opportunities for cooperation and investment in digital transformation, innovation, science, and technology.

Discussions focused on potential cooperation and investment opportunities in digital transformation, innovation, science, and technology, while also strengthening connections for further engagements with Espoo City, one of Finland’s leading centers for high technology, digital transformation, science, and innovation.
During the meeting, Vice Chairman Trần Phước Hiền provided an overview of Quảng Ngãi Province’s development potential, advantages, and strategic orientation. Covering an area of 14,832.55 sq.km with a population of more than 2.16 million and 96 commune-level administrative units, Quảng Ngãi possesses diverse development spaces, including coastal, lowland, highland, and international border areas. Dung Quất Economic Zone serves as a national hub for heavy industry and energy, as well as a key maritime trade gateway in Central Việt Nam.

During the 2021–2025 period, Quảng Ngãi recorded significant socio-economic achievements. Per capita GRDP in 2025 reached approximately VNĐ100.3 million annually, while average GRDP growth stood at 7.2 per cent per year. Export turnover in 2025 is estimated at US$2.89 billion, with average annual growth of 11.3 per cent during the period. The province currently hosts approximately 81 active FDI projects with total registered capital of US$2.912 billion.
Hiền also outlined development goals for 2026–2030, with a vision toward 2050. The province aims to achieve annual GRDP growth of over 10 per cent, raise per capita GRDP to approximately US$6,900 - 7,000 by 2030, and increase the digital economy’s contribution to GRDP to at least 30 per cent.
Digital transformation, green transition, energy transition, and high-quality human resource development have been identified as key priorities. Administrative reform, digital government development, science and technology advancement, innovation, digital transformation, enhanced competitiveness, and deeper international integration are also among the province’s strategic breakthroughs.
Quảng Ngãi also aims to develop Dung Quất Economic Zone into a national petrochemical refining and energy center, establish Lý Sơn as a nationally significant marine tourism destination, develop a key national medicinal plant region in mountainous areas, and build a sustainable digital economy.
In digital transformation, Quảng Ngãi is implementing initiatives across three pillars: digital government, digital economy, and digital society. To date, all 2,244 administrative procedures have been integrated with location-independence processing and delivery services, while online public services on the National Public Service Portal have reached 97.28 per cent. Nearly 100 per cent of administrative records and processing outcomes have been digitized.
Regarding digital infrastructure, mobile and 3G/4G network coverage has reached 100 per cent of villages, while 5G coverage extends to 87 per cent of the population in central commune areas and industrial zones. Fiber-optic networks now cover all communes and 97 per cent of villages.

The province currently has 2,725 digital technology enterprises in operation, including 1,602 ICT digital economy enterprises and 1,123 platform-based digital economy businesses. More than 81 per cent of enterprises use electronic contracts, several companies have deployed IoT applications in production and business operations, and 250 products have been introduced to e-commerce platforms.
Vice Chairman Trần Phước Hiền expressed Quảng Ngãi’s interest in learning international experiences in digital government development, digital economy growth, and smart governance models driven by digital data.
He also expressed his hope that the Embassy of Việt Nam in Finland would continue supporting Quảng Ngãi by providing information on potential partners, introducing corporations and investors interested in the province, particularly in Dung Quất Economic Zone, and facilitating connections with organizations and enterprises with strengths in digital transformation, green transition, education, healthcare, and tourism.
