Review of Social Housing Development in the first seven months of 2025

Quảng Ngãi - Prime Minister Phạm Minh Chính and Deputy Prime Minister Trần Hồng Hà on August 16  chaired an online conference to review the implementation of social housing targets in the first seven months of 2025 and set plans for the remaining five months of the year.

Attending the conference at the Quảng Ngãi site were Vice Chairman of the Provincial People’s Committee Nguyễn Ngọc Sâm and leaders of relevant provincial departments and sectors.

According to the Ministry of Construction, there are 692 social housing projects under implementation nationwide, with a total of 633,559 units. Among them, 146 projects with 103,717 units have been completed.

By 2025, the number of completed, started, and approved projects has reached 59.6 per cent of the targets set in the National Scheme.

Under Decision No. 444/QĐ-TTg dated February 27, 2025, the Prime Minister assigned localities to complete 995,445 social housing units in the 2025–2030 period, including 100,275 units in 2025.

In the first seven months, 36,962 units were completed nationwide, equivalent to 37 per cent of the annual target.

By the end of 2025, an additional 36,700 units are expected, bringing the completion rate to 73 per cent, while 127,261 units are under construction.

In Quảng Ngãi province, 144 units are being built and are expected to be completed in 2025, achieving 60 per cent of the assigned target.

Speaking at the conference, Prime Minister Phạm Minh Chính stressed that developing social housing carries deep humanitarian significance, contributes to socio-economic growth, and provides shelter for disadvantaged people.

He praised ministries, sectors, and localities for their efforts in speeding up construction and achieving positive results.

To fulfill the goal of 100,000 units in 2025, the Prime Minister requested that social housing development be identified as a key political task.

Ministries and localities must give close and detailed instructions for each project, with the highest political determination to complete the assigned targets.

The Prime Minister also called for urgent surveys on housing demand among officials, civil servants, and workers facing housing difficulties; review of policies on credit access, purchasing, and construction of social housing; and removal of unnecessary administrative procedures to facilitate people, businesses, and investors.

Localities were urged to strengthen their Steering Committees for social housing development, expand supply, replicate effective models, and provide timely and flexible guidance for both investors and buyers.

At the same time, they must strictly implement Resolution No. 201/2025/QH15 of the National Assembly on piloting special mechanisms and policies for social housing, while reviewing planning and allocating suitable land for projects with convenient locations and synchronized infrastructure.
