Quảng Ngãi Provincial People’s Council passes key resolutions at year-end session

The Quảng Ngãi Provincial People’s Council convened its 7ᵗʰ session, the year-end meeting of 2025, on the morning of December 10.

The session was chaired by Nguyễn Đức Tuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, together with Vice Chairpersons Nguyễn Cao Phúc, Nguyễn Thế Hải and Nghe Minh Hồng.

Resolutions on education and training approved

At the session, delegates discussed and adopted several resolutions in the education and training sector. These include a resolution on tuition fee levels for public preschool, general education, and continuing education institutions from the 2025–2026 academic year.

The Council also approved a resolution on tuition support for children in preschool, students in general education, and learners enrolled in general education programmes at non-public institutions.

The support covers 100 per cent of the tuition level set by the Provincial People’s Council for corresponding public institutions, with funding provided based on actual study time but not exceeding nine months per school year.

Delegates further adopted a resolution introducing support policies for students of the provincial specialised high school, as well as regulations on expenditure norms for education and training activities across the province.

Environmental protection, climate response and IT investment

The Council passed a resolution on the allocation of local budget responsibilities for environmental protection and climate change response.

It also approved a resolution defining the authority to decide on investment and procurement for information technology applications funded by regular state budget expenditures.

Another resolution sets principles, scope and funding levels for activities under Article 15 of Decree No. 112/2024/NĐ-CP, while a further measure outlines lending limits, loan terms, interest rates and risk-handling for loans financed through entrusted local budget capital via the Vietnam Bank for Social Policies.

Support for public bus transport and environmental fees

The session approved a package of policies to support interest-rate subsidies for credit-financed investment in buses and transport infrastructure, operational subsidies for public bus services, and fare reductions or exemptions for bus users.

In addition, the Council adopted resolutions on fee levels and management for environmental impact assessment appraisal; appraisal of environmental restoration plans; issuance and adjustment of environmental permits; support for small-scale irrigation, on-field irrigation and water-saving technologies; and fees related to water resource exploration, exploitation and licensing.

Additional resolutions on land, housing, social policies and defence

Delegates endorsed resolutions on:

Non-cash fees for online public services;
Additional land recovery projects for 2025;
Adjustments to the provincial Housing Development Programme to 2030, with a vision to 2050;
Expenditure levels for environmental protection tasks;
Support policies for revolutionary contributors and youth volunteers receiving monthly allowances;
Assignment of expenditure responsibilities between the provincial budget and commune-level budgets in science, technology, innovation and digital transformation;
Funding for commune-level People’s Inspection Boards;
Application of normative legal documents in culture, sports and tourism;
Working regulations of the Provincial People’s Council;
