QUẢNG NGÃI — The Quảng Ngãi Provincial People's Committee has issued Decision No. 573/QĐ-UBND, approving the province's 2026–2030 Science, Technology and Innovation (STI) Plan to strengthen innovation-driven growth and support its long-term socio-economic development.
The plan identifies science, technology and innovation as a key driver of sustainable development, with the goal of creating new growth engines based on technology, data and innovation while contributing to the province's ambition of achieving double-digit economic growth, improving labour productivity and enhancing competitiveness.
Strong progress in the 2021–2025 period
During the 2021–2025 period, Quảng Ngãi implemented 65 science and technology research projects across natural sciences, engineering and technology, medicine and pharmaceuticals, agriculture, and social sciences and humanities.
Of these, 36 projects have been completed and transferred for practical application in production, business activities and public services.
The projects were closely aligned with the province's socio-economic development strategies and sectoral plans, focusing on technology transfer, improving the quality and competitiveness of key local products, strengthening agricultural value chains, enhancing healthcare services, and addressing social and public security issues.
The province also stepped up support for businesses to improve technological capabilities and innovation.
Between 2020 and 2025, more than 500 businesses received assistance through training programmes, technology transfer initiatives, innovation projects and technology management activities.
Ten enterprises also participated in technology exhibitions, technology marketplaces and supply-demand matching events.
Around 660 participants attended training courses on advanced management systems, productivity improvement tools, green productivity and green transformation.
Three businesses received financial support to adopt barcode systems, while a range of scientific seminars and business forums were organised to promote productivity, quality improvement and technology adoption.
The province's innovation ecosystem also recorded significant progress over the past five years.
Authorities supported 75 entrepreneurs and businesses in developing business models and refining products, while 120 startup mentors and advisors were certified.
The province facilitated the establishment of a privately funded innovation support centre, helped develop 25 innovative startups and eight startup clubs, and connected three enterprises with preferential financing from Vietcombank Quảng Ngãi.
Twenty projects originating from provincial startup competitions are now operating successfully.
In the area of intellectual property, 220 intellectual property assets belonging to local authorities, enterprises and cooperatives received support for registration and protection, alongside expanded science and technology communication and public awareness activities.
Building a regional innovation hub
Under the new five-year plan, Quảng Ngãi aims to become one of the leading science, technology and innovation centres in the South Central Coast and Central Highlands regions.
The province will focus on developing a modern and integrated innovation ecosystem, strengthening collaboration between the public and private sectors, accelerating the commercialisation of research outcomes, and fostering competitive technology enterprises capable of expanding into regional and international markets.
The plan also prioritises improving policies to encourage investment in research and development, innovation, digital technologies and startup activities.
Provincial authorities will review and update regulatory frameworks, introduce preferential financial policies, expand decentralisation and delegation, and remove institutional and human resource bottlenecks to create a more favourable environment for scientific and technological development.
In addition, Quảng Ngãi will reform the management of science and technology programmes by establishing regulatory sandbox mechanisms to facilitate the testing of emerging technologies and new business models.
Priority areas include artificial intelligence, big data, blockchain, digital assets, robotics, unmanned aerial vehicles, biomedical technologies, nuclear and renewable energy, advanced materials and marine technologies.
The province also plans to build an integrated digital management system for science, technology and innovation programmes, standardise data and statistical systems, strengthen transparency, and improve digital monitoring and resource allocation to support evidence-based policymaking and sustainable development.
