Vice Chairman Đỗ Tâm Hiển inspects waste treatment at Nghĩa Kỳ Solid Waste Treatment Complex

 

Vice Chairman of the Quảng Ngãi Provincial People’s Committee Đỗ Tâm Hiển and representatives of relevant departments, agencies and localities, on August 10, inspected waste treatment operations at the Nghĩa Kỳ Solid Waste Treatment Complex.

According to the Department of Agriculture and Environment, waste collection and treatment, particularly leachate management, at the Complex remain inadequate. The capacity of Landfill Cell No. 1 at the 5.6-hectare landfill has been exceeded, while Cell No. 2 has yet to begin operation due to unresolved issues concerning leachate collection, pumping, storage and treatment.

The three leachate ponds under the ADB project are also at risk of becoming overloaded during the rainy season. Meanwhile, the Nghĩa Kỳ Solid Waste Treatment Complex is not expected to become operational until the fourth quarter of 2028 at the earliest. Two potential interim sites are being considered: the Đông Sơn - Thọ Phong Solid Waste Treatment Complex and the Nghĩa Kỳ Domestic Waste Treatment Plant.

After the inspection, Vice Chairman Đỗ Tâm Hiển called for urgent and comprehensive solutions to prevent disruptions in waste collection, transportation and treatment.

He required the Provincial Land Fund Development Center to complete covering the 2.8-hectare landfill by September 30. Quảng Ngãi Urban Environment JSC was asked to reinforce and cover the ADB project’s landfill cells to minimize rainwater infiltration, reduce leachate generation and protect the environment.

The Provincial Construction Investment Project Management Board for Civil and Industrial Works was tasked with reviewing the 5.6-hectare landfill, ensuring investment efficiency, construction safety and environmental requirements, while coordinating with relevant agencies to assess the need for additional leachate collection and treatment facilities.

The Department of Agriculture and Environment was assigned to review the overall waste treatment plan for the 5.6-hectare landfill and urgently carry out procedures to select an investor for the Nghĩa Kỳ Solid Waste Treatment Complex. The project should consider phased investment to quickly establish waste treatment capacity and avoid a gap in waste treatment during the transition period.
