Quảng Ngãi to develop hi-technologies, hi-tech products, strategic technologies and strategic technology products for the 2026–2030 period

 

The plan outlines a wide range of measures to foster innovation, improve the business environment

QUẢNG NGÃI — The Quảng Ngãi Provincial People's Committee has issued Plan No. 252/KH-UBND on the development of high technologies, high-tech products, strategic technologies and strategic technology products for the 2026–2030 period, aiming to strengthen the province's innovation capacity and accelerate digital and industrial transformation.

The plan outlines a wide range of measures to foster innovation, improve the business environment and enhance the province's competitiveness by promoting advanced technologies across key economic sectors.

Under the plan, Quảng Ngãi will organise training programmes and communication campaigns, including digital media initiatives, to raise awareness among government officials, businesses and the public about the importance of high and strategic technologies for socio-economic development.

The province will also develop local policies to encourage enterprises and cooperatives to invest in advanced technologies and manufacture products listed among national development priorities.

Authorities will accelerate the implementation of incentive policies covering taxation, land access, administrative procedures and preferential credit to support technology investment.

Organisations and businesses already certified for high technologies or high-tech products under previous national regulations will continue to enjoy existing incentives until their certificates expire.

Digital infrastructure development will be another key priority.

The province plans to prioritise the deployment of next-generation mobile networks, including 5G, 5G-Advanced and future 6G technologies, together with Internet of Things (IoT) infrastructure in key economic zones, industrial parks and economic centres.

It will also promote the sharing of telecommunications infrastructure to optimise investment resources.

Government agencies will be encouraged to integrate strategic technologies such as artificial intelligence (AI), Big Data, blockchain and Vietnamese large language models into digital government operations, digital economy development and online public services.

Manufacturing enterprises will be supported in adopting flexible manufacturing systems, intelligent manufacturing technologies and industrial robotics to improve productivity.

The plan also promotes technology transfer in biotechnology, including cell technology, gene editing and molecular marker technologies, to develop high-yield and climate-resilient crop, livestock and aquaculture varieties.

It encourages precision agriculture, smart farming systems and deep processing of agricultural products.

In the energy sector, Quảng Ngãi aims to expand renewable energy generation, deploy battery energy storage systems (BESS) and apply advanced technologies for carbon measurement, capture and storage in support of its net-zero emissions goals.

 

Healthcare is strategic focus

Healthcare is another strategic focus. The province will pilot and expand the use of AI-powered diagnostic systems, virtual assistants and intelligent software for medical imaging, electronic health records and clinical decision support, while promoting the development of digital healthcare platforms and technologies.

To build a highly skilled workforce, universities, colleges and vocational institutions will be encouraged to cooperate with leading technology corporations to modernise training programmes in semiconductor technology, artificial intelligence, automation and biomedical engineering.

The province will also study incentive policies to attract domestic and international scientists, engineers and technology experts to teach, conduct research and participate in key local projects.

The plan further seeks to strengthen the province's innovation ecosystem by connecting research institutes and universities with local businesses to facilitate technology transfer and commercialisation.

Innovation events such as Techfest and Techmart will be organised to showcase and promote high-tech and strategic technology products developed by research institutions and enterprises.

To mobilise investment, Quảng Ngãi will use public funding as seed capital while expanding public-private partnerships (PPP) and attracting foreign direct investment into high-tech and strategic industries.

The province will continue upgrading industrial parks, technology zones and concentrated information technology parks to provide modern infrastructure for large-scale technology projects.

Priority investment sectors include data centres, cloud computing facilities, telecommunications equipment, IoT devices, 5G and 6G network technologies, digital transformation solutions and the semiconductor industry, with the long-term goal of establishing a vibrant digital technology ecosystem in Quảng Ngãi.
