The plan aims to ensure timely and full implementation of these policies while strengthening the role of reputable individuals in disseminating the Party’s guidelines and the State’s policies and laws among ethnic minority communities. It also clarifies the responsibilities and coordination of provincial and commune-level agencies.
The province will organize training courses and provide information on policies, laws, national defense and security, socio-economic development, ethnic affairs, digital skills, information processing and community outreach.
Reputable individuals will also receive free press publications and opportunities to visit and exchange experience in economic development, poverty reduction, new-style rural development and cultural preservation.
Material and spiritual support will include visits and gifts on Lunar New Year and traditional ethnic festivals (up to three times per person annually); assistance during illness requiring medical treatment (once a year); support for families facing unexpected difficulties caused by accidents, natural disasters or fires; and visits and condolences when reputable individuals or their family members pass away.
Individuals with outstanding contributions to production, socio-economic development, national defense and security, cultural preservation and national unity will be recognized and rewarded in accordance with regulations.
Every five years, the Department of Ethnic and Religious Affairs will advise the Provincial People’s Committee (PPC) on organizing a provincial commendation conference. Commune-level authorities will organize appropriate recognition activities based on local conditions.
Regarding policies for ethnic minority organizations and individuals, the Department of Ethnic and Religious Affairs will coordinate with relevant agencies and localities to provide information, support visits and gift-giving activities organized by central agencies, and ensure the necessary conditions for these activities to be conducted properly.
