Vice Chairman of the Provincial People’s Committee, Trần Phước Hiền, has signed Official Dispatch No. 994/UBND-NNMT directing strengthened efforts to inspect, control, and handle the disposal of diseased and dead pigs, particularly the improper dumping of animal carcasses into the environment.
Recent reports from localities indicate that the illegal disposal of dead pigs into rivers and irrigation canals continues to occur, causing environmental pollution and posing serious risks of disease outbreaks among livestock and humans.
To address this issue, the Chairman of the Provincial People’s Committee has requested that commune and ward-level authorities—especially those located at the headwaters of rivers or along key canal systems—take immediate action to eliminate the practice of dumping pig carcasses into the environment.
Local authorities are instructed to:
Conduct public awareness campaigns targeting pig farmers about the dangers of improper carcass disposal, including environmental damage and disease transmission.
Emphasize the legal responsibilities and benefits of proper disease reporting and pig disposal in accordance with regulations.
Assign local task forces to work with farmers to promptly handle disease outbreaks reported by the community.
Monitor daily numbers of livestock and cases of disease or death during outbreaks, and ensure that farmers report livestock health conditions accurately.
Trace and strictly penalize violations such as concealment of outbreaks or illegal dumping.
Mobilize community participation in monitoring and reporting violations.
The Quảng Ngãi Irrigation Works Exploitation Company is also tasked with enhancing water quality monitoring and working with local authorities to prevent waste and carcass dumping into irrigation canals.
The Department of Agriculture and Environment is responsible for guiding localities in disease prevention, enforcing regulations, and advising on support policies to improve the effectiveness of livestock disease control, including African Swine Fever.
