To improve credit access, the Board proposed that the Government should add commune-level chairpersons to the Provincial Board and issue guidelines allowing “special zones” to continue accessing clean water and sanitation loans.

The Board also proposed that the Provincial People's Committee direct local authorities to prioritize budget allocations for entrustment through VBSP.

Vice Chairman Nguyễn Ngọc Sâm commended the efforts of the VBSP network and local authorities in implementing social credit programs, highlighting the role of policy credit in supporting disadvantaged groups, reducing poverty, and ensuring social welfare.
