Vice Chairman Nguyễn Công Hoàng meets with the Department of Justice

Quảng Ngãi, November 19ᵗʰ — Vice Chairman of the Provincial People’s Committee Nguyễn Công Hoàng on Wednesday afternoon chaired a working session with the Department of Justice (DoJ) to review the implementation of judicial tasks over the first 10 months of 2025 and outline key tasks for the remaining two months of the year.

Over the past 10 months, the DoJ appraised 194 draft legal normative documents; advised the Provincial People’s Committee in submitting three regulatory resolutions to the Provincial People’s Council, and proposed the issuance of five legal normative decisions by the Provincial People’s Committee.

The DoJ also reviewed 64 legal documents issued by the Provincial People’s Committee and 72 documents promulgated in the form of legal normative documents by communes, wards and special administrative units.

In addition, the DoJ promptly conducted the compilation and review of legal normative documents issued by the former Provincial People’s Council and Provincial People’s Committee of Quảng Ngãi, as well as those issued previously by the former Kon Tum province and still in effect as of November 4ᵗʰ, 2025 — with more than 1,000 documents initially compiled and reviewed.

Administrative violation handling, law enforcement monitoring and related legal management tasks were carried out in a timely and disciplined manner.

Civil status, nationality, adoption, state compensation and judicial support activities were implemented synchronously and on schedule.

The DoJ also issued timely instructions to localities, particularly to commune-level authorities, regarding civil status procedures under the new two-tier local government model.

Legal dissemination and education efforts were strengthened, with two provincial-level conferences held to introduce newly promulgated laws, along with two online competitions on traffic regulations and fire prevention and control.

Additionally, the DoJ issued a plan to support legal compliance for small and medium-sized enterprises and compiled two Q&A legal handbooks for business use.

Legal aid activities were consistently maintained, ensuring protection of the lawful rights and interests of vulnerable groups.

To support commune-level units under the two-tier government model, the DoJ deployed nine working teams to provide on-site guidance on judicial and civil status procedures, created professional support groups via Zalo, and organised training and capacity-building sessions to help resolve local difficulties and professional issues.

Speaking at the meeting, Vice Chairman Nguyễn Công Hoàng commended the Department of Justice for its efforts, responsibility and proactive approach in performing both assigned and newly arising tasks.

He highlighted the DoJ’s active advisory role in appraising, reviewing and evaluating legal normative documents; supporting the development of mechanisms and policies; reviewing documents related to the two-tier local government model; and providing vital professional assistance to commune authorities following administrative unit restructuring — all of which have contributed to local socio-economic development.

He requested the DoJ to urgently advise and submit to the Provincial People’s Committee a detailed plan outlining the roadmap for handling documents affected by organisational restructuring, ensuring completion before June 1ˢᵗ, 2026.

He also emphasised the need to enhance coordination among departments in appraising provincial legal documents, innovate legal dissemination methods to better suit localities and target groups, and more actively implement solutions to strengthen judicial support management.

The Vice Chairman further instructed the Department of Justice to organise inspection teams for organisations operating in judicial support fields — including law practice, notarisation, authentication, forensic appraisal and asset auction — to enhance efforts in preventing and combating legal violations in these sectors.
