Quảng Ngãi calls for accelerated disbursement of ODA and concessional loans

Chairman of the Quảng Ngãi Provincial People's Committee has issued Official Letter No. 6598/UBND-KTTH, directing departments, agencies and local authorities to accelerate the disbursement of official development assistance (ODA) and foreign concessional loans in 2026 and the following years in line with the Government's directives.

The Chairman requested project owners and relevant agencies to improve the quality of project preparation, appraisal and approval for ODA - and concessional loan-funded projects. Investment proposals must be carefully selected based on necessity, effectiveness, planning consistency and funding capacity, while eliminating projects registered merely to reserve funding without implementation readiness.

Project owners were instructed to register annual capital needs in line with their implementation and disbursement capacity, strengthen investment supervision and evaluation, and avoid inefficient projects that could lead to waste of state budget resources.

To improve the efficiency of ODA and concessional loan utilization, agencies and localities were directed to regularly review the disbursement progress of each project, promptly address bottlenecks related to land clearance, construction acceptance, payment procedures and material supplies, and reallocate capital from slow-disbursing projects to those with better implementation performance when necessary.

For projects preparing to sign financing agreements with foreign development partners, relevant agencies were asked to complete project readiness, strengthen project management capacity and proactively prepare implementation procedures so that projects can commence immediately after the agreements take effect.

The Chairman also required project owners to strictly implement their committed 2026 disbursement plans, proactively resolve implementation obstacles, particularly those related to land acquisition and site clearance, and take full responsibility for the disbursement performance of ODA and concessional loan projects.

Departments and local authorities were instructed to strengthen inspection and supervision, prevent waste, corruption and other violations, enhance the accountability of project leaders, and promptly replace contractors or officials failing to meet required standards.

Relevant agencies were also requested to closely monitor project progress, promptly report issues beyond their authority, prepare detailed monthly disbursement plans for the remainder of 2026, and submit reports on foreign-funded public investment disbursement to the Department of Finance for consolidation and reporting to the Ministry of Finance and the Provincial People's Committee.

The State Treasury Region XV was assigned to facilitate disbursement procedures, while the Department of Finance will monitor implementation, propose capital reallocations where appropriate, and submit periodic reports.
