QUẢNG NGÃI — Chairman of the Quảng Ngãi Provincial People's Committee Nguyễn Đức Tâm chaired a meeting on August 3 to review proposed mechanisms and policies aimed at accelerating the development of the National Refining and Energy Centre at the Dung Quất Economic Zone.

The meeting brought together representatives from provincial departments, agencies, local authorities and the Vietnam National Refining and Petrochemical Joint Stock Company (BSR) to discuss a draft policy framework intended to support the strategic project.

The National Refining and Energy Centre is a key development initiative outlined in the Politburo's Resolution No. 26-NQ/TW on socio-economic development and national defence and security in the North Central and Central Coastal regions.

Anchored by the Dung Quất Oil Refinery, the centre is expected to become a new growth engine for Quảng Ngãi Province and central Việt Nam while strengthening national energy security, enhancing the competitiveness of the refining, petrochemical and energy industries, and promoting sustainable economic growth.

 

Following directions from the Government's Standing Committee, the Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority, in coordination with relevant agencies, has prepared a draft proposal comprising four policy groups and nine specific measures.

The proposed framework covers financial and state budget policies, administrative procedure reforms, incentives on land rental, water-surface land leases and taxation, as well as investment and business policies applicable within the centre.

During the meeting, participants reviewed each policy group, assessing its consistency with existing legislation, its practical feasibility and the need for stronger incentives to attract strategic investors in the refining and energy sectors.

Chairman Nguyễn Đức Tâm requests to continue updating the proposal in line with newly issued legislation

Concluding the meeting, Chairman Nguyễn Đức Tâm stressed that the proposed policy package would play a crucial role in implementing the Politburo's and Government's vision of transforming the Dung Quất Economic Zone into Việt Nam's national refining and energy hub.

He instructed the lead agency to continue updating the proposal in line with newly issued legislation, further refine the policy framework and consider additional measures related to the centre's governance model, incentives for strategic investors, customs facilitation and other special mechanisms to create a more competitive and investor-friendly business environment.

The Chairman also requested the drafting agency to promptly incorporate feedback from the meeting, finalise the proposal and submit it to the competent authorities for consideration in accordance with regulations.
