QUẢNG NGÃI — Vietnam Steel Corporation (VNSTEEL) has proposed studying a project to develop a high-quality steel products plant in the Eastern Industrial Park of the Dung Quất Economic Zone, as part of its plan to expand into downstream steel production.
The proposal was presented at a meeting chaired by Nguyễn Đức Tâm, Chairman of the Provincial People’s Committee, on August 13.
Vice Chairman Đỗ Tâm Hiển and representatives of relevant provincial departments and agencies also attended the meeting.
According to VNSTEEL, the project is planned as an integrated production complex using hot-rolled coil (HRC) supplied by Hòa Phát Dung Quất to manufacture cold-rolled steel (CRC), pre-painted steel, galvanized steel, aluminium-zinc coated steel and specialty steel for high-speed railway applications.
The project is also expected to include storage, transportation and export facilities, taking advantage of Dung Quất’s industrial infrastructure, deep-water port system and logistics connectivity to improve the efficiency of the entire value chain.
Representatives from Vietnam Steel Corporation (VNSTEEL) proposes developing a high-quality steel sheet and coil industrial project in the Eastern Industrial Zone of the Dung Quất Economic Zone.
VNSTEEL said it was willing to advance funding for land recovery, compensation and site clearance.
The company also proposed considering the application of the State land-recovery mechanism for projects serving national and public interests under Article 79 of the 2024 Land Law.
However, the Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority said the proposed site overlaps with three projects that have already received investment policy approval.
About 5.3 hectares of the land has already undergone compensation and site clearance.
The board also said the proposed project does not fall within the scope of projects eligible for State land recovery under Article 79 of the 2024 Land Law.

Concluding the meeting, Chairman Nguyễn Đức Tâm welcomed VNSTEEL’s interest in studying investment opportunities in Quảng Ngãi, saying that downstream steel production is consistent with the province’s development orientations, planning and investment priorities.
He also spoke highly of VNSTEEL’s financial capacity, project implementation capabilities and partnerships, describing the proposal as an opportunity for Quảng Ngãi to attract strategic investors to the industrial manufacturing sector.
The Chairman asked the Dung Quất Economic Zone and Quảng Ngãi Industrial Parks Authority to work closely with VNSTEEL to identify alternative sites that match the project’s scale and planning requirements, with priority given to locations outside existing industrial parks.
The Authority was requested to report the results to the Provincial People’s Committee by August 30.
He also asked VNSTEEL to maintain regular coordination with the Authority during the site survey and selection process.
Chairman Nguyễn Đức Tâm affirmed that Quảng Ngãi would continue to accompany and support the investor, while directing relevant departments and agencies to promptly carry out the agreed tasks so that the project could move forward in accordance with regulations.
