On June 22, Prime Minister Phạm Minh Chính chaired a meeting of the Central Steering Committee to remove temporary and dilapidated houses nationwide, as well as the State Committee for key transport projects, and public investment disbursement in 2025.

Attending the meeting at Quảng Ngãi bridge point were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyễn Hoàng Giang, Vice Chairmen of the Provincial People's Committee Trần Hoàng Tuấn, Võ Phiên, Trần Phước Hiền, and leaders of relevant departments and sectors.
38 provinces and cities completed the goal of removing temporary and dilapidated houses
Reportedly, 38 out of 63 provinces and cities have completed the goal of removing temporary and dilapidated houses.
It is expected that by the end of June, eight more provinces and cities will have completed this program, bringing the total number to 46.
The total number of supported houses nationwide is more than 262,000, contributing to improving housing conditions for policy people, poor households, and ethnic minority households with housing difficulties.
Under the direction of the Prime Minister, the remaining 10,700 houses for poor families and 1,900 for policy families must be completed before July 27.
Currently, localities are concentrating all resources to accelerate progress, ensuring to complete all the program’s goals following the Government’s direction.
The conference in the localities
Many localities have completed site clearance for key projects
Regarding the site clearance work, so far, the provinces of Quảng Bình, Quảng Trị, Quảng Ngãi, Bình Thuận, Ninh Thuận, Đồng Nai, and Khánh Hòa have completed the site clearance for transport infrastructure projects.
For the Long Thành airport project, it is expected that essential works will be completed on schedule. Currently, contractors have ensured the supply of materials, equipment, and machinery.
The disbursement rate reaches 32% of the plan
As of June 20, 2025, ministries, central agencies, and localities have allocated and assigned detailed capital investment plans in 2025 for tasks and projects of more than VNĐ 818 trillion, reaching over 99 per cent of the plan assigned by the Prime Minister.
However, more than VNĐ 7.3 trillion of 17 ministries, central agencies, and 21 localities have not been allocated.
The disbursement of the public investment capital plan, by June 30, reached around VNĐ 264.8 trillion, accounting for more than 32 per cent of the plan assigned by the Prime Minister.
By June 2025, only eight ministries, central agencies, and 37 localities have had a disbursement rate above the national average. 58 ministries, central agencies, and localities have disbursement rates below the national average.
Quảng Ngãi completes the program to eliminate temporary and dilapidated houses

Reporting at the Conference, PPC’s Chairman Nguyễn Hoàng Giang said that as of June 20, 2025, Quảng Ngãi province had completed the construction and repair of more than 6,331 houses for poor and near-poor households, reaching 100 per cent of the plan, two months earlier than the direction of the Prime Minister.
The total cost of eliminating temporary and dilapidated houses is more than VNĐ 319 billion, including more than VNĐ 261.57 billion from the state budget and VNĐ 57.56 billion from organizations, individuals, and enterprises.
Giang proposed that the Central Government include housing support for poor and near-poor households in the national target program for the 2026-2030 period, prioritizing remote areas that are frequently affected by natural disasters.
Quảng Ngãi has also handed over the entire main area of the Eastern North-South Expressway project (the Quảng Ngãi – Hoài Nhơn section) following the Prime Minister's direction.
Regarding the disbursement of public investment capital in 2025, Quảng Ngãi province has issued a detailed disbursement plan since the beginning of the year and established a working group to monitor and remove obstacles for investors. The province is determined to complete the disbursement on schedule.
Implementing the Government's direction on the two-tier local government model, the province has directed the handover of capital plans from the district level to specialized project management boards before June 30, 2025, to ensure smooth operation.

Concluding the meeting, Prime Minister Phạm Minh Chính asked ministries, sectors, localities, and the whole political system to complete the task of removing temporary and dilapidated houses before August 31, 2025.
The Prime Minister also requested them to accelerate site clearance, allocate and use the public investment capital effectively in the context of implementing the two-tier local government model.
Prime Minister Chính urged localities to complete the implementation of national key works and projects on schedule. He asked Đồng Nai, Lạng Sơn, Tuyên Quang, Quảng Ngãi, Quảng Trị, Bình Thuận provinces to remove obstacles in June 2025 to hand over the remaining sites of projects to the investors.
