On June 24, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bùi Thị Quỳnh Vân, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyễn Hoàng Giang, chaired the 20th session of the 20th Provincial Party Committee.

The session assessed the tasks of the province’s socio-economic development, Party building, and political system in the first six months of the year and determined the key objectives and tasks for the last six months of 2025.
In the first six months of 2025, the Provincial Party Committee, authorities, and political system have united, overcome difficulties and challenges, and continued to focus on leading and directing the implementation of central and provincial policies with strong political determination, achieving positive results.
The industrial production index was estimated to increase by 22.54 per cent, and total retail sales of consumer goods and services were projected to rise by 13.05 per cent over the same period last year.
The province has completed 100 per cent of the plan to remove temporary and dilapidated houses, providing better living conditions for residents, especially poor households and those benefiting from policies.

The fields of education, health, culture, and sports have had many positive changes. The preparation for the high school graduation exam has carefully been implemented, ensuring safety and seriousness.
The Việt Nam Fatherland Front and socio-political organizations at all levels of the province have actively propagated and mobilized union members, and the people to well implement the Party's guidelines and policies, the State's policies and laws.

For the arrangement of the two-tier local government model, so far, the province has completed the set tasks. As scheduled, on June 30, 2025, the province will organize a ceremony to announce the Resolutions of the National Assembly, the Decisions of the Central Committee, and the Decisions of the province on the merger of administrative units, the establishment of party organizations, the provincial Fatherland Front, communes, wards, and special zone. These newly established units will start operation from July 1, 2025.
The Standing Committee of the Provincial Party Committee has established six working delegations to guide and inspect the trial operation of the two-tier local government model.

At the conference, the delegates analyzed and evaluated the positive aspects and limitations in the implementation of each socio-economic goal and target in the first six months of the year, as well as provided solutions for the last months of 2025.
The conference also grasped the Politburo's Conclusion No. 149-KL/TW and Conclusion No. 115-KL/TW.
Speaking at the conference, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Bùi Thị Quỳnh Vân, emphasized that with a new provincial administrative unit and the new communes and wards which will officially come into operation from July 1, 2025, the entire political system must act drastically and effectively.

Vân urged the Provincial People's Committee to direct departments and sectors to carefully analyze the advantages, difficulties, and challenges, thereby proposing appropriate solutions after the merger.
She also asked related units and agencies to effectively implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in scientific and technological development, innovation, and national digital transformation.
Additionally, they are requested to promote the reform of administrative procedures and improve the indicators, including: the Administrative Reform (PAR INDEX), the Provincial Competitiveness (PCI), the Provincial Governance and Public Administration Efficiency (PAPI), the Satisfaction of People and Organizations with the Services of State Administrative Agencies (SIPAS), and the Provincial Digital Transformation (DTI).
They also need to focus on effectively implementing solutions to accelerate the implementation and disbursement of public investment projects, striving to achieve 100 per cent disbursement of the public investment capital in 2025 as assigned by the central government.
At the same time, related units and agencies should continue to direct and remove difficulties and obstacles for businesses and investors, accelerating the progress of key projects and works, and creating a driving force for the province's socio-economic development.
They are asked to implement propaganda and create high consensus in the political system and among the people on the new local government.
The provincial Secretary also suggested that all levels and sectors should focus on completing the draft documents to be submitted to the Provincial Party Congress for the 2025-2030 term.
