The Central Steering Committee on Science, Technology, Innovation, and Digital Transformation held a nationwide online conference to implement Plan No. 02-KH/BCĐTW on June 23.
The plan aims to promote fast, synchronized, and effective digital transformation in response to the ongoing restructuring of the political system.
The implementation will be carried out in two key phases.
Urgent Phase (until June 30, 2025) will focuse on removing institutional, infrastructure, and data-related bottlenecks to ensure that new two-tier local governments (after administrative mergers) operate smoothly and efficiently from July 1, 2025. Public services must remain uninterrupted to avoid impacting citizens and businesses.
Breakthrough Phase (until December 31, 2025) will aim at addressing weaknesses in digital transformation across the political system. This phase will complete shared digital platforms, standardize and connect key databases, and improve the quality of online public services—laying a solid foundation for long-term development.
Politburo member and Permanent Member of the Party Secretariat, Trần Cẩm Tú, emphasized that effective implementation of this plan is a core task to realize Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation.
It is also an urgent requirement as the country undergoes administrative restructuring and adopts the new two-tier local government model.
To ensure success, he called on all central agencies and localities to take this task seriously and follow the timeline.
Each organization must urgently develop its own action plan, considering this a regular and high-priority political mission.
Leaders are expected to take full responsibility and ensure data connectivity and system-wide coordination.
The transformation must serve people and businesses by being faster, more efficient, cost-effective, and timely.
