The Quảng Ngãi Provincial People’s Committee has established a steering committee to coordinate the implementation of four national target programmes, with the Chairman of the Provincial People’s Committee serving as its head.
The establishment was approved under Decision No. 2038/QD-UBND, signed by the Chairman of the Provincial People’s Committee on August 10, 2026.
The steering committee is an inter-agency body responsible for advising and assisting the Provincial People’s Committee and its Chairman in directing, coordinating and resolving key cross-sectoral issues related to the implementation of the programmes.
The four programmes cover cultural development; modernisation and improvement of education and training; new-style rural development, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas; and healthcare, population and development.
The committee will propose orientations and solutions to ensure that the programmes are implemented in a coordinated, consistent and effective manner.
It will also coordinate efforts among provincial departments, agencies and local authorities and help resolve difficulties beyond their respective authority.
Another key task is to promote the integration of resources and beneficiaries among different programmes and projects, while monitoring and evaluating implementation progress.
The committee will also oversee the formulation and implementation of five-year and annual plans, monitor the disbursement of programme funds, and review emulation and commendation activities.
The Department of Agriculture and Environment will serve as the committee’s standing agency, with the Sub-Department of Rural Development providing administrative support.
The Departments of Culture, Sports and Tourism; Education and Training; Ethnic and Religious Affairs; and Health will assign existing specialised units or divisions to serve as focal points for advising and supporting the committee.
The arrangement is designed to streamline coordination without creating additional state management units or increasing the provincial payroll.
At the local level, chairpersons of communes, wards and special administrative zones will be responsible for establishing or consolidating steering committees for the national target programmes in their respective areas.
Each local administration will assign one agency to serve as its standing and supporting body, with the aim of ensuring a streamlined, specialised and effective mechanism without increasing staffing levels.
